The Implementation Dilemma Of Offsite College Entrance Examination Based On The Policy Network Theory

Along with the development of the society and the flow of population, trailing children becoming more and more, trailing children is the children who follow the migrant parents, because of the limitation of the college entrance examination system in China, trailing children isn’t allowed to attend the university entrance exam in the school, and must come back the place of domicile to attend the university entrance exam, which leads to new education problem, that is offsite college entrance examination.Offsite college entrance examination involves the interests of many subjects and triggered the interests of the game and fierce debate, it is a urgent problem. Academic circles has a wide range of research and debate in this problem, This paper will adopt a new research perspective—policy network theory to study offsite college entrance examination. Policy network as a new research method, specializes in the study of policy involve multiple stakeholders, and the policy of offsite college entrance examination involve multiple stakeholders, so the methods of the policy network has certain applicable value and research significance. The policy of offsite college entrance examination is regarded as a network composed of multiple interest subjects, between the network subjects has a strong connection, this leads to a different execution of policy of offsite college entrance examination. This paper through the analysis of the stakeholders to reveal the dilemma of implementation, and finally find the countermeasures to promote the executive of offsite college entrance examination.
