| Marine area accounts for 71% of the total area of the earth, in the face of the scarce land resourcesnow, marine resources has become the focus of future economic development of countries and sectors, which is inseparable from acreate personnel of basic knowledge related to the sea and have expertise in the marine industry and to contribute to the marine industry. Different sea-related sectors have been introduced of ourvarious marine personnel policies, but now the development of the marine industry’s demand for more and more about the marine personnel. Our marine personnel policy relative terms is still not perfect, there is still some distance from the sound of the ocean personnel policies system.Through the research status of marine personnel policies, policy definition, and evolution phase of marine personnel policy since the founding.The personnel policy based on the information system of marine personnel policies, including the introduction of talent, training, motivation, evaluation or content integrated aspects, pointing out the presence of marine personnel policy issues and causes. And in accordance with our existing marine policy, I put forward a sound personnel policy of marine countermeasures and suggestions. In the end, the paper proposes a specification from the perspective of three main categories, which arestandardizing categories and execution of marine policy body, perfect and cultivating of marine policy and object mechanism, creating the best policy environment for the development of marine personnel. |
