The relationship between secretary and president of the university is the core of the university system with Chinese characteristics embodied. However, for a long time, the relationship between university presidents and secretaries should be how to locate and reasonable norms of science there has been a lot of controversy, has been in an indeterminate state. Due to both the lack of effective institutional norms and procedures are largely between the statute, president and secretary of a random, flexible interaction mechanism, which is one of the leading universities of the plight of internal governance. In the end how to grasp the relationship between the president and the secretary of the University, more scientific and standardized handle the interaction between the two, I believe that the political and administrative dichotomy provides a good theoretical tools and thinking path.This paper take the perspective of ’Political-administrative dichotomy’, expand the research status of internal power relations around college party secretary and president of the university, the article is divided into the following five parts:The first part describes the significance of the article, research methods, technical routes at home and abroad Research Status; second part describes the theoretical basis of political administration dichotomy of this paper, the specific content and meaning; the third part is the empirical research to secretaries and presidents of37’211universities’in China, through questionnaires in the form of the disciplinary background, the role of cognitive, focus on issues such as research, the survey results and input processing and analysis using SPSS corresponding analysis of sample data, reveal the current status of the internal power relations in Chinese Universities; part IV administration from the perspective of a political analysis of dichotomous relationship with the principal party secretary predicament; part V a few suggestions from the perspective of political administration dichotomy of power relations to improve the current status of the party secretary and the president proposed.
