Provincial sporting events are major part of sporting events system in our country. An excellent organization and management system of provincial sporting events is an energy booster for increasing the cardinal number of reserve sports talents, improving the involvement of general public, and increasing the clout of events, and also that is an important guarantee for the provincial sports performance to maintain eternal. On the whole, the large-scale sporting events allow for more flourishing than provincial sporting events. The management level of provincial sporting events that is apparent lag and the development of strength are obviously insufficient.This paper based on the concept of organized provincial sports events by using the method of literature, investigation method, systems analysis and other research methods, to analysis and study on the characteristics of the provincial sports events. The characteristics include that the most participants are the municipal semi professional athletes; the major purpose is reserving talents for the provincial professional team; improve the provincial amateur training level and expand the project impact; the Provincial Sports Bureau is major host and the project management center and the Municipal Sports Bureau are auxiliary; funds mainly depend on financial allocations and weak financial ability, etc. And this paper also analyzes the reasons for the above problems. The paper wants to referring to the domestic and foreign sports events organization and management experience and taking Shandong Province as an example. This paper also put forward to accelerate the event management system and institutional reform, and building an excellent department’s coordination mechanism, and raise market operation level of provincial sporting events, and Strengthen events system and punishment, and eliminate the influence of area and human factors, etc. and they will perfect the countermeasure about organization and management of provincial sports events.
