With the reform of China’s politics, economic, education, there is culture transition from elite to public, from free tuition to full charging for Higher Education which leads to the phenomenon that appears for poverty students. And at that time results in contradictions intensified as no sound funding policy available. In order to protect the rights of the poverty students for accessing to higher education, the government formulates and implements a series of subsidy policies, implements special funds, setups management agencies. This paper attempts to analysis the subsidizing policy for China college poverty students, deducts the evolution history of the subsidizing policy, checks the background of current working policy, content of the policy system, and the implementation of effectiveness achieved in five years. By the interview & survey to the related staff in education department, related staff, counselors, part of poverty students in colleges; by the questionnaire survey for poverty students in 11 Shanghai colleges. Evaluated current subsidizing policy, summarized & concluded problems appeared. Here are first own defects for policy itself, second deviations happen in the implementation, third lack for relevant laws& regulations and third-party monitoring mechanism. This paper proposes feasible countermeasures based on analysis the causes of these issues.This paper is divided into five chapters.The first chapter introduces the origin, literature review, definition, theoretical basis, research methodology.The second chapter describes the evolution process for the subsidy policy of China’s poverty college students, stage division for the evolution of the policy, analyzing the background for current subsidy policy establishing, introduction the principal elements of the current subsidy policy and the results achieved.The third chapter is the stakeholder evaluation of our current subsidy policy purposes:refinement for the purpose of the current subsidy policy, stakeholders’ evaluation to the target and the evaluation for current subsidy system.The fourth chapter identifies the issues in the implementation for current policy and analysis the cause based on the questionnaire and interviews in third chapter. First the policy itself is also flawed, the lack of forward-looking policy development, policy inflexibility, lack of policy content diversity; Second the deviation of policy implementation, work responsibilities are not clear, the text does not fit with the operation, policy advocacy is not in place, information technology is imperfect; Third, the lack of relevant laws and regulations, lack of laws and regulations for subsidy and lack of long-term normalization of third-party monitoring.The fifth chapter put forward suggestions to improve on the basis of fourth chapter. First, improve overall goal subsidy policy by clarifying basic framework and rationalizing certain relationships. The second promote institution building related with policy supporting; strengthen the legal construction, construction supervision and auditing mechanisms and the establishment of a feedback mechanism. The third strengthen the normalization of subsidy, information technology, team of specialized and the diversity of the content.
