The Research On The Risks And The Control Of The National College Students’ Loan

Since 1999, the enrollment expansion of colleges and universities has been taken in China, and the scale of higher education expand rapidly, but it also accelerates the rapid expansion of poor students in colleges. In this context, our universities began to fully implementing the State student loan system since 2000 and this provides an opportunity for the poor students to receive a higher education in the ordinary higher school. But, as this policy is ran a shorter time in china and we lack the experience of practice,so many problems and contradictions, especially the risks of this policy, has been met in the implementation of this policy and the results of it isn’t as good as we have thought.So doing some researches on the problems and risks during the implementation of this national student loan policy will be very important and will have a positive impact on the operation of this policyIn the basic of briefly describing the necessity of establishing stubent loan risk control,through taking H college of Guangdong province as an example and from the student’s personal information,the understanding of the loan policy and recommendations on the loan risk prevention,the writer wants to get a actual situation about this policy.And after the investigation summary,the writer get the conclusion that the main problems in the current China’s work of the national student loan are the management risks, commercial banks operating risks and higher recover costs. And the main causes of the problems can be attributed to the following three parts: the first is in the pre-loan work exists review mechanism is not strict enough which may affect loan risk; the second is some defects existing in the loan parties during the operation; the third is some existing measures after loan work should be improved in order to prevent and control the loan risk. Based on these the author put forward some solutions which say that in order to prevent and control the loan risks,we should take measures from pre-loans, loans, and after-loans these three aspects.And based on these we sure that we can make the loan policy working more smoothly and better.
