Xinjiang Kirghiz nomads’ choice ofthe way that gave priority to the nomadicway of life is survival behaviorto adapt to the natural environment and also is thehistorical result of natural selection. However, with the gradual improvement of theeconomic and cultural level, the gradual degradation of the natural environment andfrequent natural disasters, the way of life of nomadic-oriented Kirghizgenerationswhich are totally dependent on the natural environment has been seriously challenged.In the trend of social development and with the guidance of national policy, it is theinevitable choice of history that nomadic herders approach to settle. Kirghiz is one ofXinjiang’s ethnic minorities and is also one of the four main native nomadsof Xinjiang.Most of them are in Kezilesukeerkezi Autonomous Prefecture, and the restdistributed in Ili, Tacheng, etc. Kirghiz nomads are mainly distributed in westernborder of Xinjiang, the special geographical conditions and backward productionlifestyle have seriously taken a toll on Kirghiz nomads of the development of socialeconomy. At the same time, it also affected the frontier stability as well as unity,settlement is the important way to solve this series of problems. The settlement ofKirghiz nomads in Aheqi county is under the leadership of the party and with theguidance of government entities at all levels. It is a gradual process and promotes thedevelopment of ethnic minority areas, achieves the defacto equality of all theminority nationalities, reflects an important measure about the superiority of regionalnational autonomy.This paper takes Kirghiz nomads in Aheqi county of Xinjiang as example toillustrate the necessity of the implementation of settlement project and to reflect newideas about formulating reasonable herdsmen settlement policy by the argument ontheir settling background, setting policy, relevant problems and countermeasures andthe cultural transformation after settlement. Take the implementation of settledherders as the pointcut, to explore the change of national culture with that ofnomadic lifestyle. The whole article focuses on Kirghiz nomads’ survival anddevelopment in Aheqi county of Xinjiang, takes ethnology as the researchperspective and integrates national policy, national history, national economics,folklore and other multi-disciplinary theories and methods to study nomadicsettlements.In this study, the author takes Kirghiz nomads in Aheqi county of Xinjiang asthe main research object, the nomadic settlement as the main research content. By researching in many field, comparing the change of life before and after settlement,it is proved that settlement project is keeping up with the trend of the historicaldevelopment of the party. It is also benefit to the herdsman, and at the same time theon-the-spot investigation shows that settlement is still in its early development stage.In this thesis, several field surveys, comparing before and after pastoralistssedentary life, although the settlement project was found to follow the trend ofhistorical development of the inevitable choice, but also through field researchobserved the settlement project is still in its infancy, there are a series of outstandingproblems to be solved, herdsmen settlement policy needs further improvement.The conclusion of the article is the author of Revelation Aheqi County herdsmensettlement project investigation: the nomads to settle is the inevitable trend ofhistorical development, is to change the backward situation of nomads importantinitiative. Whether or various departments to implement projects to develop policiesto ensure that scientific facts should be settled in the project and give the nomadiclife and production of the most practical and most positive improvement anddevelopment. Meanwhile pastoralists should also actively cooperate with thesuccessful completion of their pastoral resocialization process. This is bothinevitable social and economic development, but how to settle how to produce howto live, but also social development and nomads common choice.
