However, while the coming of "deep aging" of society, the demand for care services is increasing. Increases in demand and insufficient supply of services gradually has shown, supply and demand of non-equilibrium and contradictions become increasingly prominent.Home care as a part of social care service system and the main part of t he basis of domestic and foreign scholars to carry out research in this field. Existing research has focused on building the pension service system, research evaluation system, demand and other aspects of the supply is less explored and dynamic analysis of supply and demand, few government assume responsibility in the home care services were studied. In this paper, firstly based on the perspective of public government spending, welfare based on pluralism, moderation Pratt & Whitney and the Government of the limited liability and other related theories, research from the macro and micro level two levels appropriate to build a modest level of home care service model;Then, an Empirical Study of Shanghai and home care service moderate level, and a moderate level of future supply and demand balance simulation to predict; Finally, a "parameter adjustment" to design, make feasible suggestions from the policy adjustment, financial support, social forces to participate and technology, and actively promote the cause of social care services in Shanghai development.The main point of the paper asked: 1) At the macro level, moderate level, the use of home care services appropriate level model calculations found: Shanghai home care services is consistent with the national a verage slightly higher.
