Research On The Influence Of Forged Identity Documents On Public Security

The country implement a system of identity documents of an important reason lies in the maintenance of public security, forged identity documents not only damage identity documents of daily use management order, but also cause serious harm to social public security. At present, there is a relatively neglected research on public security caused by forged identity documents. Most research focus on the natural disasters and public health emergencies of public security. But, as the rapid growth of China’s long-term economy, social conflicts are also intensified, endangering public social conflict, and even violence emerge in endlessly. In this case, research on the influence of forged identity documents on public security becomes urgent and important. This article is precisely based on this background, from public security classification of forged identity documents caused, draw lessons from western management experience, to explore how to control forged identity documents from the policy in our country, so as to maintain the country’s political stability, establish a good, stable social order.This paper is divided into seven parts, which are introduction, the basic concepts of identity documents and public security, the main types of forged identity documents endangering public security, the current situation and deficiencies of our country, the reference of foreign experience to our country, the countermeasures and suggestions against forged identity documents, conclusion.The first chapter is introduction. Mainly introduces the theoretical and practical significance of topic selection, and through combing the domestic and foreign related research literature, expounds the innovation of this article. Finally introduces the research method adopted in the process of research in this paper, and summarizes the main research content of this article.The second chapter is definition. This chapter expounds the basic concept of identity documents and the commonly used identity documents, and the basic concept of forged identity documents used in this paper and the basic concept of public security.The second chapter firstly introduces the basic concepts of the identity documents, and illustrates the passports and identity cards that two of the most commonly used but also the most forged, then introduces the basic concepts of forged identity documents and public security.The third chapter is the main types of forged identity documents of endangering public security. This chapter firstly analyzes the present situation of forged identity documents at home and abroad, with the development of economic globalization, the rapid development of the Internet and transportation, the phenomenon of forged identity documents increasingly serious, and has cross-border deals, on this basis discusses the forged identity documents endangering public security of the two main types: smuggling crime and terrorism.The fourth chapter is the current situation and insufficient in our country. This chapter discusses our country current control measures, which enhance the level of certificate anti-counterfeiting technology and make use of the relevant laws and regulations, but it still has some shortcomings.The fifth chapter is the experience other countries. To American, the European Union and Britain as an example, introduces the practical experience of other countries prevent forged identity documents. For example, after Sept.11 attack, the United States government implements the “US-Visitor” program, three important identity documents query systems adopted by European Union, and Britain introduces a series of measures such as identity card system again.The sixth chapter is the countermeasures and suggestions.
