The Study On The Current Policy And Countermeasures Of High-spending Poverty Citizens

There is rapid urbanization in current China, and urban poverty has been one urgent issue which needs be to be paid attention to. In order to exact contact with practice the Scientific Outlook on Development, and work on harmonious society, we must take consideration and take care of the interests of different groups in society. In current society, person with low income are belong to city poverty group, and person with high spending, which means they have income higher than minimum amount of income suggested by government but due to high spending on serious illness, education and other rigid expenditure, also shall be treated as city poverty group. The high spending makes the group struggling on the base subsistence level. Unfortunately, the current policy about the social aid system of urban poverty in our country has the obvious defect that the main measurement of poverty is still focus on "income", and the urban poverty caused by high spending cannot be included. There is no continuous and system policy about the social aid system of urban poverty on high spending.As the first city introduced the concept of high-spending type of poverty into China, Shanghai has made a lot of useful trials on scientific method of measuring "poverty" and related policies since 2008. It worked for help urban poverty caused by high spending, especially for high spending on serious illness. As the pilot district in Shanghai for building social aid system of urban poverty with high spending, Jing’an district provide some experience on how to aid urban poverty with high spending.The paper summarizes the status poverty theory and the necessary to build policy about the social aid system of urban poverty on high spending by using literature analysis, quantitative analysis, qualitative study and case study. Based on the cases as urban poverty group on high spending in Jing’an district, the paper analyses their income, spending and structure, and summarizes four source on poverty with high spending as illness, education, sudden events and combination of factors. Together with studying the current policy like "basic living allowances system for urban residents", "Procedures of Shanghai Municipality on Social Relief" and their targeted and effectiveness on urban poverty group on high spending, the paper point out the deficiency of current policy. And based on Shanghai’s experience of salvaging high-spending poverty group, proposal there is feasibility on improving the policy for urban poverty group on high spending by adjusting social security access criteria, separating the base subsistence level security system and special relief, consummating the system for economic status verification, improving the concrete realization system. The purpose of the study in paper is provide reference for building a continuous and system policy on urban poverty group on high spending in Shanghai and even in China.
