NGO’s booming began in the eighties of last century, this association revolution in global governance concept to many countries and caused a direct impact on the government,"the government-Market-society" ternary governance has became a consensus, in which civil society has been widely recognized as an important governance subject. In contrast China, the Reform and Opening up hae achieved rapid economic growth and development, promote the transformation and optimization of the political system, but more important is the release of the social activity space areas of public life, it’s in this macro context, NGOs have made considerable progress in China. On one hand, the growing economic and social changes resulting in local affairs become more complicated, the unified governance model is already difficult to meet the objective requirements of the development, how to integrate collaborative market and society forces effectively, and both play a role in local governance is an important issue to resolve the plight of local governance. On the other hand, Grass-roots organizations as an important part of NGOs, grass-roots or social elites through a bottom-up channels spontaneous self-organization, with a non-governmental, non-profit, public, grass-roots, civil resistance and other characteristics, Grass-roots organizations have shared the responsibility of local governance and accelerated growth of the civil society, they have played a positive performance and became an indispensable member in economic and social development. Therefore, it’s necessary to explore the development situation of grass-roots organizations in China and explore grassroots organizations assist local governments to achieve good governance practices in the efficacy of the process,and in this process,we should combine with China’s special political and social contexts. Based on social and civic social capital theory and NGO theory, combined with governance theory, government failure theory, theory of social change and other research tools, this paper analyzes the effectiveness of grassroots organizations in local government governance. In order to make the article more convincing and explanatory power, this article analyzes some typical cases. Specifically, combined with the results of previous research and the reality observed, the paper defines the concept and characteristics of the grassroots organizations at first, and this article stood more macro perspective that organizational grassroots organizations include not only obtain legal personality, but also those organizations did not obtain legal personality, judging grassroots organizations core standards in its bottom-up, voluntary, autonomous, public welfare, etc. Then analyzes the evelopment of grassroots organizations in China and the relationship between the grassroots organizations and the local governments. Limited to Chinese social history of inertia, government policy and other aspects, the level of development of China’s grassroots organizations need to improve, many local governments face a double dilemma in face of the grass-roots organizations, such as acquiescence and prevention. Although there have objective and subjective problems of the grassroots organizations in the development, but they still have necessity and feasibility of participation in local governance. Local governments face in a variety of difficulties in social governance, reflected in a lack of credibility, decision-making, execution and integration of forces, whereby the necessity of providing for the participation of grassroots organizations, as well as social benefits and social class differentiation prompted the local community governance change too complicated, you need to fully absorb the effective participation of civil society, including the entire grassroots organizations. Based on the reality of China’s social development, grassroots organizations can participate in local governance, for the following reasons:grassroots organizations has the capacity and conditions to participate in local governance, China has been the effective development of civil society, social management vacuum retention, convenient Chinese contemporary macroeconomic policy environment. From the efficacy of speaking, grassroots organizations can supply public goods and services, and enhance supply efficiency; mobilize social resources while accumulate of the social capital; promote good governance thereby promoting social development of civil society; unite people, especially the underlying public interest demands thereby improve government decision-making; promote local economic and social development and achieve a harmonious place; etc. Of course, at the grassroots organizations to participate in local governance, there is a gap between the actual and the ideal state, accordingly, we need to seek strategic from the grassroots organizations, local governments and civil society. Grassroots organizations should promote their own building, in order to enhance their overall ability; local governments need to change the concept of governance, provide the necessary policy and financial support for the development of grassroots organizations; the longer term, we need to promote long-term development of civil society, wherefore build a solid foundation for grassroots organizations; finally, the healthy development of grassroots organizations require third-party mechanisms involved, through the establishment of monitoring and evaluation of third parties could enhance the operational capabilities and develop dynamic of the grassroots organization.
