From the perspective of police work efficiency, the author has explored the exercise of police power in police action on 110 emergency calls based on the explanation of the concepts of police power and police action efficiency. By introducing the highly efficient police action modes in the United States and Hong Kong, the author has also explored the subjective and objective causes of the low efficiency of police action on 110 emergency calls in China. The author has then compared Beijing and Guangzhou, the two largest cities in China, with Hong Kong and New York, which are another two large cities with a considerable level of socio-economic development, but with better social security, trying to identify the key factors that affect police action efficiency. From the comparison mentioned above, it is necessary to draw upon useful experiences in light with the China’s economic and social development level and social security status. Based on the valuable efforts made by local police stations in social security management, the author has thus put forward effective measures to improve police action efficiency.This thesis is divided into four chapters. The first two sections of the first chapter have introduced the basic concepts and features of police power, its constituent elements and social values. From the view of legal regulations, this chapter has also analyzed the legitimacy of police power, the reasonableness of police power in the state power allocation, as well as the legal basis and execution procedures of police power. The next two sections of this chapter have discussed the concept of the police efficiency, the factors that affect police action efficiency, and the significant impacts of high police action efficiency on the regulatory execution of police power.The factors that affect police action efficiency in China have been explained in the second chapter. The factors mainly include the low occurrence rate of police patrolling on the street, the excessive levels of command, the lack of portable equipment in police action, as well as the low quality of some policemen.The third chapter has introduced and evaluated the police action modes of the major cities of the United States and Hong Kong. The author, who is a policeman himself, according to his job experiences, has studied the efforts to improve police action efficiency made by the police bureau he works for. The measures include constructing a five-dimensional patrolling and safeguarding work mechanism and strengthening the communication and coordination with village security associations.Based on the analysis of the first three chapters, the last chapter has put forward legislative proposals and specific measures to improve police action efficiency. When it comes to the legal system construction, it is important to strengthen research work on legislation and legislative work of local departments; as for the specific measures, it is vital to strengthen basic patrolling work, leverage technology to optimize the command structure, provide high-tech equipment and improve the quality of policemen.
