There are five wars have happened between Israel and Arab’s in the Middle East,and the violent conflicts between the two sides are still countless. As the most complicated,Palestinian-Israel conflict affects the entire middle east, even the world’s nerves. Even ifall parts have effort about mediation, the Israeli-Palestinian peace is still up in the air. Notonly that, with the violent conflicts continue to simmer, all kinds of terrorist attacksintensified. Lewis Coser, American sociologist based on the study of hostile emotions, hethink that in the process of continuous accumulation of hostile emotions, the realisticconflicts which are targeted is easily become to the non-realistic conflicts which are forpurpose of conflict. Nowadays due to the accumulation of hostile emotions, the essence ofPalestinian-Israeli conflict has changed, because of the terrorist attacks.About mediation, U.S has play an important role in Israeli-Palestinian negotiations,but the result of Negotiations is not satisfied for each, and core of the negotiations is howto cover the conflicts! However the Jewish group is so powerful that influent theAmerican’s foreign policy, therefore, the process of negotiations is obviously unfair forPalestinian. In order to achieve a balance of power in middle east, including UnitedNations, European Union, Russia has actively participate in “Roadmap Peace Plan”,butthat this plan is not play a role on account of all parts ignore the hostile emotions. TheTheory of Safe Valve is the core point in Coser’s theory, which is anti-hostile emotions, asa outlet in virtue of Safe Valve Theory the low-intensity conflicts make the non-realisticconflicts return to realistic conflicts.In this paper, with the help of social conflict as theoretical guidance, and with fiveMiddle East War as historical clues, to analyze Israeli-Palestinian conflicts which includesthe evolution, the status quo, and the reason. Currently, the realistic factors are still there,though non-realistic factors are on the rise. Therefore, the hostile emotions is the keyabout the relationship between Palestinian and Israeli. In order to build the Safe Valve, weneed to based on non-violence, and fucus on hostile emotions. In order to guarantee thefunction of the Safe Valve, we need to highlight the role of United Nation as punching bag,as well as the balance of power with great power.
