Research And Effective Control Of Military Supernormal Fluctuation

ABSTRACT:Deviant-fluctuation is harmful not only to national economic development, but also to national defense construction. The fluctuation of military expenditure is the undulant movement of growth speed of military expenditure, but the deviant-fluctuation of military expenditure is fluctuation of actual military expenditure growth rate that exceeds moderate interval. According to the degree that the fluctuation curve of actual military expenditure departure from moderate interval, the author differentiates the deviant-fluctuation of military expenditure into four types--hot, over-hot, cold, over-cold, and analyzes their characteristic thoroughly. Lastly, the author reaches some conclusions. Firstly, the occurrence on deviant-fluctuation often relates to the circumstance going beyond normal condition. Secondly, the deviant-fluctuation is always form balanceable condition. Thirdly, once the fluctuation happens, it will bring negative effects on both economic development and national defense construction, so we must control it effectively.The type of the deviant-fluctuation is different, its harm on economic development and defense construction is different too. That over-hot type baffles the durative and steady development of national economy and is not beneficial to improve the using benefit of military expenditure. While over-cold type results in the structure hypo-optimization, even non-optimization, lags development of defense construction, weakens military function and leads to the invalid-deployment of military expenditure. Circumstance influences decision-making, system determines behavior. Subsequently, the author analyzes the causes of all kinds of types from three different aspects:environment, behavior of decision-maker and decision-making system.Holding the degree of fluctuation actually is premise to controlling the deviant-fluctuation. So the author establishes a model by the method of dilation index to supervise the fluctuation of military expenditure. Then brings out corresponded countermeasure aiming at different type of deviant-fluctuation. Finally, the author points out that controlling deviant-fluctuation need rigorously enforcing rules and regulations of military expenditure, and puts forward a lot of suggestions.·Establish institution for coordinating and supervising the decision on demand and supply of military expenditure;·Delimit definitely the bounds of social economy and military economy;·Consummate the mechanism of rules and regulations on the decision of demand and supply of military expenditure;·Erect the mechanism of restricting on the decision of demand and supply of military expenditure;·Build up information system of determination on supply and demand of military expenditure.
