As a bridge between Chinese Communist Party and the broad masses ofwomen, as well as an important social pillar of the national political power,the Women’s Federation undertakes the mission and obligation of theorganization, mobilization and service for women; it also safeguards thelegitimate rights and interests of women and children. Former president HuJintao pointed out in the17thcongress report:“Mass organizations, such asthe Trade Union, Communist Youth League, and Women’s Federation shouldbe supported in order to carry out work, participate in social managementand safeguard the legitimate rights and interests in accordance with relevantlaws and articles.” This is a new requirement and new task for Women’sFederation under the new situation. In July2011, the National Women’sFederation held a conference on the participation in social management andits innovation work, and issued the “Opinions on the Promotion of Women’sOrganizations’ Participation in Social Management Innovation Work”,making a deployment and guidance on China’s women’s organizations at alllevels for their participation in social management innovation. The aid andrelief work meets the mission and requirement of the ScientificDevelopment Concept in the aspect of “people-oriented” and “focusing onthe improvement and development of livelihood”, and is an importantmeasure to build a harmonious society. It is also a Beneficiation Policy forPeople and effective way to achieve the great rejuvenation of the Chinesenation and the “China Dream”. This paper will take the methods of literaturereview and field research, use the aid and relief work in the Inner MongoliaAutonomous Federation as an example and make a summary of it, based on which it puts forward the implementation of women’s organizations’ aid andrelief work and participation in social management innovation. So it ishelpful for a systematical summary of the overall situation of InnerMongolia Autonomous Women’s Federation aid and relief work, for a betterunderstanding on the unique position and role of Women’s Federation’s aidand relief work in social management innovation, and for the betterdevelopment of aid and relief work in order to benefit the mass women andpromote social harmony and stability.This paper is divided into five parts, the first part introduces the backgroundand significance of the topic, the status quo, content and method of relevantdomestic and foreign research; the second part describes the definition andobjective of social management; the third part introduces the status and roleof women’s organization in social management; the fourth part lists thepractical situation of aid and relief work of Inner Mongolia AutonomousRegion Women’s Federation and existing problems; the fifth part is theimplementation and suggestion for women’s organizations’ aid and reliefwork and participation in social management innovation.
