Local Government Behavior In Promoting The Development Of Culture And Creative Industry Park

Cultural creative industry, with high creativity, strong convergence, high efficiency and green initiative, can bring huge economic benefits and greatly satisfy the masses growing demand for spiritual life. It is also beneficial to the transformation and upgrading of regional economic structureand the improvement of the image of the city. Cultural creative industry has become an important pillar industry and the symbol of national cultural status in western developed countries such as The United States and Britain. Cultural creative industry started relatively late in China. IT was formally put forward to vigorously develop the cultural industry by the 16 th national congress of the communist in 2002. The concept of cultural creative industry appeared in the important files of the party and the government since 2006.The state council placed it in the national strategy and issued “the cultural industry revitalization plan” in 2009. Afterwards, Cultural creative industry has attracted more and more attention and recognition.As the medium and platform for developing cultural and creative industry, cultural and creative industry park has great significance for industry development. Local government also plays an active role in promoting the development of cultural and creative industry parks, whose participation directly influences the process and outcome of their operation and development. After years of development, the cultural and creative industry parks in various regions have made great achievements. Meanwhile, it also faces big problems including severe duplicated construction, over-administration, lowlevel of industrialization and being lack of cultural connotation.By systematically rearranging the status quo and problems of cultural and creative industry parks home and abroad, this paper analyzes the important roles and guiding functions of local government in promoting the development of cultural and creative industry parks, points out the paths of promoting related development. It also presents the problems existing in the government push during the process of cultural creative park development, for example, the lack of scientific planning, the absence or offside of function, rigescent management system, imperfect industrial policy and unscientific evaluation system. This paper introduces the case of Jiangyin Cultural and Creative Industry Park, through the SWOT analysis, combines the New Public Management Theory, Industry Life Cycle Theory, Industry Cluster Theory and the Theory of Industrial Convergence, etc., analyzes the behaviors of governments in different stages of industry park development and summarizes relevant lessons and accordingly puts forward constructive suggestions of government actions for the next stage—transition phase. In the end, the paper generalizes a relatively applicable road for the development of cultural and creative industry parks, providing experiences and implications for other regions around China. In park management, to establish strategic plan with high standard, dynamically adjust the management mode and industrial policy according to Park development status; in the aspect of industry development, to speed up the building of modern culture financial service system, complete the construction of cultural creative industry chain, enhance the deep fusion of culture and science and technology, formulate the go out policy of culture; in external environment, to build the environment and atmosphere which beneficial to the development of creative talents, strengthen protection of intellectual property etc. Promote the healthy and sustainable operation of the cultural creative industrial park through a series of measures.
