Problems And Countermeasures Of The Medical And Health System Reform In Rizhao

Medical and health service is important livelihood issues, which is involved with each persona and family, directly related to life standard and happiness of the masses.Since the foundation of new China, due to influence by specific historical conditions, although medical reform has experienced difficult exploration, there have not been obvious achievements made. In March,2009, CPC, the State Council issued Opinion about further medical and health system reform and Implementation plan of further medical and health system reform and made clear establishment of public health service system covering urban and rural residents, medical service system, medical guarantee system and medicine supply guarantee system, forming quaternity basic medical and health system and made clear about specific measures and reform focus in early stage, starting new round of medicine and health system reform.In order to promote medical reform comprehensively, Rizhao has established exclusive leading group and coordinative institution to gradually implement each medical reform task and done a lot of work in aspects like implementing national basic medicine system, promoting basic-level medical and health organization comprehensive reform, constructing national medical insurance system, promoting equalization of public health service and implementing public hospital reform and so on and developed work like establishing rural doctor retirement pension system and third-party coordinative mechanism for medical dispute combined with practical situation. The reform in medical and health system has made obvious achievements with increasingly great financial investment, obvious decrease in medicine expense and common improvement over medical security level and so on.At the meantime, there are still problems existing such as little breakthrough in county-level public hospital comprehensive reform, great debt pressure in public hospital, insufficient inventory of basic medicine system and imperfection in performance assessment and so on comparing the target of comprehensive medical and health system reform. In this paper, the integrated use of the methods of literature research and field research method of the comprehensive analysis of the problems of the performance,from the system design and implementation of the cause of the problems are analyzed. Especially innovative from the micro level of the related problems are analyzed, Special emphasis on policy makers to fully consider the actual situation China, especially the actual situation of the vast rural areas, focusing on the implementation of policy.The thesis compares medicine and health care system implemented in developed countries like England, America and Germany, and summarizes enlightenment of our further medical and health system reform; finally, through analysis on reasons for existing problems, the thesis proposes measures to make further scientific allocation of medical and health resources, establish graded medical system, establishing public hospital management committee, promoting public hospital reform, improving medical fund raising and reimbursement policy, providing reference for further medical and health system reform in the city.
