Research On Coping Strategies Of Public Health Emergency

Human beings are always fighting with the viruses. In the ancient times, we have resisted varies kinds of plagues, especially the pestilence. Nowadays, we contend with severe acute respiratory syndrome (SARS), H1N1 influenza, Ebola hemorrhagic fever and so on. The disease is accompanied by the gregarious social life, and as the factors which can cause the disease are complex and diverse, there will be new virus even if the existing disease can be prevented and treated effectively. So in a sense, we have no way to make this kind of sudden infectious disease eliminated completely. What we can do is to improve the means and ability of epidemic prevention continuously, in order to response the new epidemic more effective and reduce the extent of damage. The problem of plague in the past time is still in existence, and even some coping strategies have warning or guiding significance to the public health problems in modern society.This paper studies the problem of public health emergencies in China from the perspective of historical vertical contrast, which is intended to expose the deep-seated causes of sudden public health incidents and to propose the corresponding countermeasures. In order to find a new perspective for the prevention and treatment of the disease, which can to provide reflection and reference, the causes of the disease and the measures to cure the disease from the history of the plague are stripped out. However, due to the limited personal ability, the difficulty of data search, there are still a lot of shortcomings, and hope that in the future study and research process of continuous improvement.This paper presents the purpose, significance and innovation points at first, and describes the general situation of the academic research and the related concepts. Secondly, a review of the plague status of the two plague epidemic in the early stage of the Qing Dynasty the northeast of China during 1910-1911, and the corresponding measures of the government and the society were analyzed. Then the historical plague event and the modern public health problem to carry out the disease factor and the response strategy of the similarity comparison and difference comparison, and then draw the public health incident in recent years to reflect the deep social problems and new features. Finally, this paper summarizes the warning and Revelation of historical treatment of epidemic disease, and puts forward countermeasures and suggestions on the problems of public health emergencies in China.For comparison and analysis of historical events and modern public health problem, we come to the conclusion that such a trend:induced epidemic factors broadly similar, but increasingly complex; essentially the same natural factors, the social factors change and effects of crescendo; the more modern management means, systematic, but management difficulty is more and more big; epidemic prevention in the process of government power gradually strengthened, people and the social strength decreased. In particular, the comparison of the causes of the disease can be found that the ancient and modern epidemic factors have a strong similarity, but the intensity of the specific and different. The influence of environment, natural disasters, and war factors is gradually weak; habits, customs and beliefs, the impact of regional conditions, the impact of population, transportation and economic behavior is gradually strong. It reflects a number of deep-seated problems behind the public health events, namely, the backward development of poor areas, the imperfect infrastructure, and the regional imbalance of medical talents. And we can draw the following changes and new features from the comparison of ancient coping strategies:the government leading power gradually strengthen the role of social organizations, the strength decreased; China’s status, religion and superstition have no constraints to guide the way of feasibility; is still in control after the main mode of governance; the medical exploration always is a necessary way to solve the disease, international cooperation is becoming more and more important; the crisis management mechanism and the modern emergency plan system basic establishment, epidemic prevention more rapidly and effectively; the power of the media to highlight, the Internet has a sudden public health incidents of public opinion is difficult to control; high mobility of globalization and people difficult to control public health emergencies itself.Finally, based on the analysis and comparison, this paper summarizes the warning and Inspiration of historical plague, and then puts forward the countermeasures and suggestions for China’s public health emergencies. Remind us that social organization is to cure the powerful supplement, to effectively use the third force; effective medical research is very important to improve our healers medical capabilities and research value of historical experiences and lessons; the public power and mutual aid response cannot be ignored, but must against people and informal organization reaction; government still is to cure the disease, the most important force, relying on the community and the public governance enough; it is necessary to strengthen international exchanges and cooperation, learn foreign advanced technology experience. Today, we should further accelerate the development of effective poverty governance and infrastructure, strengthen medical research and communication, encourage doctors to practice in basic level, make full use of third party forces, provide public goods and public services with social organizations, regulate various kinds of economic behavior, eliminate hidden dangers for epidemic diseases.
