The Problem Of Zijin County New Rural Cooperative Medical

As we know, China has a large population, most of which accounts for the rural population. Therefore, the status of peasants’ health attaches great importance to the level of healthandsocial civilization of the whole nation. Although the economy in rural area develops rapidly, the standard of peasants’ health care can’t match with the level of economic development. Rural medical security system always places second to the urban. More and more people realize that solving peasants’ medical and health problems is not only for the respect of their living rights but also for the inevitable requirements of building a fair, impartial and harmonious society.The author takes Zijin County for example. He makes great efforts to analyze the present status of Zijin County New Rural Cooperative Medical System, the achievements, the management patterns and practical supervisory running mechanism by using various methods, such as theoretical analysis, historical accounting data analysis and questionnaire investigation. He also points out the problems in operating Zijin County New Rural Cooperative Medical System and comes up with some countermeasures for improvement with learning from the experiences of other countries. It aims to provide a theoretical basis and reference for the sustainable development of improving New Rural Cooperative Medical System in the countryside of northern Guangdong province.In general, the author put forward some ideas in three levels. At the government level, New Rural Cooperative Medical System in Zijin has some problems in the deficiency of design, the laggardness of legislation, the promotion of health policy, etc. At the level of fixed-point medical institutions, the article also points out problems such as the lagging of basic condition services, the non-standard increasing of medical charge. At the peasants level, they lack of the awareness of this policy. To realize the aim of solving the issue of inadequate medical services to peasants, the writer has stated the following suggestions. We should simplify the procedures of medical reimbursement, improve the scheme of compensation, increase the equalization of basic medical services, introduce the adjustment mechanism as well as perfect the three-level medical service system. What’s more, improving the fund management of new rural cooperative medical system and speeding up the legislative process are good ways to settle the problem. Only by following measures can we realize the aim of embodying the fairness of NRCMS and solving the difficulties that are peasants facing in the rural medical care.
