The essential medicine system is an important component of the basic medical and health care system which is conducive to protecting the masses of medication safety,safeguarding the people’s health, and changing the pattern which the medical income is compensated by medicine income, and alleviating the disease economic burden. In recent years, China’s national essential medicine system has Made breakthrough progress at coverage and protection level. However, some problems were existing, for example, the essential medicine without independent financing mechanism, and the non-coverage of security in the impoverished population.This paper mainly aims to improve our essential medicine system from the aspects of financing mechanism of essential medicine which should be adapted to the the essential medicine coverage expansion and enhancing the level of protection, and dealing with the growing problem of an aging population and the growth of medical expenses and other long-term risks, and achieving the goal of essential medicine for everyone to enjoy with a the rational use.First of all, sketch the current situation and problems of the essential medicine system in China from the view of health economics, and then put forward to improve the financing mechanism of the importance of essential medicine. The second, analyze and discuss the financing patterns of selected representative countries at different financing pattern combined characteristics of economy, society and culture of China. Finally,demonstrate and improve the selected financing patterns of China.Make two assumptions according to the policy ratio of essential medicine in each area and the whole China through a review of the literature and cost estimation. And then estimate and analyze the essential medicine demand in China, and analyze the feasibility of the two programs. The first program: government run primary health care institutions are equipped with essential medicine; and the essential medicine non government run primary health care institutions is equipped with 70%; and the essential medicine in the public class-A hospitals, the public class-B hospitals, public class-C hospitals and private hospitals are equipped respectively with 25%, 40%, 60% and 20%. The essentialmedicine cost in 2013 is 379.043 billion(the essential medicine cost in outpatient is197.104 billion, and the essential medicine cost in inpatient is 178.39 billion.). The second program: the government run and the non-government run primary health care institutions are equipped with essential medicine; and the essential medicine in the public class-A hospitals, the public class-B hospitals, public class-C hospitals and private hospitals are equipped respectively with 30%, 50%, 70% and 30%. The essential medicine cost in 2013 is 432.125 billion(the essential medicine cost in outpatient is220.008 billion, and the essential medicine cost in inpatient is 208.517 billion.).Put forward to reasonable policy suggestion at the aspects of the supportive of health care policy, the operational of organizations implementation, the controllability of moral risk and so on combined with the health care demand and the amount of subsidies balanced with the finance level. Borrowing from foreign financing experience and based on the study of theory and practice above, put forward the sharing program. And put forward policy suggestion on improving essential medicine system financing mechanism in order to drive the improvement of essential medicine system.
