Investigation And Study Of Sichuan Province Drug Abuse Monitoring Present Situation

Drug abuse has spread around the world and become a social issue confronted by human society. The problem of drug abuse in China has been becoming more and more serious since the reform and opening up in the early 80’s, and the government paid much attention to it from the beginning. In order to strengthen the prevention and treatment of drug abuse, with reference to UK and Hongkong monitoring mode, Peking University drug(National Drug Abuse Monitoring Center) takes the lead to carry out national drug abuse monitoring under the guidance of national health sector. But in the past 20 years, monitoring system does not work so well. Looked from the overall situation, monitoring of drug abuse in China has been still in the infrastructure stage, and monitoring work for technical support in drug abuse prevention has not been worked effectively. There is a big gap in terms of institution alization, standardization and scientization compared with developed countries.Sichuan province is one of the eight earliest monitoring sites operated monitoring drug abuse. As a national drug abuse monitoring miniature, this paper intends to demonstrate some problems existing in the operation system by analyzing the current research investigation on the basis of clarifying the current development history of drug abuse monitoring in Sichuan province.Also, aided by some related theories of public management, it shows reasons to the problems of current system, and puts forward some policy recommendations for improving drug abuse monitoring system.In the aspect of research contents, taken the results of Sichuan province drug abuse monitoring status and demand investigation questionnaire as data supporting and connected drug abuse monitoring policy implementation with some related mode of execution of public policy as factors analysis, this paper illustrates the factors affecting monitoring system and puts forward the policy suggestions to improve the drug abuse monitoring system combined with the comparison analysis of monitoring working pattern in the developed countries such as UK and US.In the aspect of research methods, public management, social investigation, public policy and other related theories are mainly used in this paper. In addition, combined with monitoring system reform, this paper analyses the hindering factors that affect Sichuan Province Drug Abuse Monitoring System operation mainly with questionnaires,aided by interviews, literature review and comparative research methods.The main conclusions of research is that drug abuse monitoring as a highly technical work is a systems project needs the government guidance with multi-party participation and makes common efforts to achieve institutionalized, standardized and scientized of monitoring work.(1) To improve the design and connection of drug abuse monitoring system;(2) To improve the construction of drug abuse monitoring system and further expand the scope of monitoring;(3) To increase the propaganda and training, popularization of drug knowledge and improve service quality and level of the monitoring team;(4) To be clear about the function and position of drug abuse monitoring and accelerating system reform;(5) To master monitoring scientific working methods and improve the monitoring report and predicting work ability;(6) To carry out public education exhibition of prevention of drug abuse. The research conclusions puts forward some countermeasures for improving drug abuse monitoring system and there may be of great significance in the monitoring practice.
