Policy Analysis Of Children Congenital Heart Disease Treatment In Luzhou

From the perspective of public policy analyses, this paper studied the process of policy-making about the treatment of congenital heart disease in children. We analyze the experience and lessons from the policy, and also discusses the enlightenment to the future related policy-making in disease treatment. On the one hand, we put forward the constructive suggestions and thinking for the government policy-makers, on the other hand, it also can be used as a useful reference for future public policy decisions.Congenital heart disease is one of the common in congenital malformations which is a result of vascular dysplasia or developmental disorders when fetal period and tissues failing to degraded completely after birth. This disease has a rising trend in the urban and rural areas and ranks first in all the incidence of congenital disease, greatly affecting the health of women and children and even all the country’s population quality in our country. Although,it can obtain a good effect by surgery in the early intervention treatment, the high cost of operation makes it doomed to be failed in promotion. Based on this kind of realistic tough background, “Work plan about treatment of congenital heart disease in children in Luzhou from 2012-2014” was jointly issued in 2012 by luzhou Civil affairs bureau, luzhou finance bureau, luzhou Human Resources and Social Security bureau and luzhou public health bureau.This paper makes a detailed description of the policy process objectively, containing the policy formulation, implementation and evaluation etc. Next, from some existing problems in the current policy process, this paper summarizes the experience and lessons acquired from the process of policy implementation. Finally, it discusses the enlightenment to the future related policy-making in disease treatment.
