Scientific and rational allocation of medical resources, is an important means to improve the economic benefits of the hospital, also is one of the issues which the management should consider. Allocation of medical resources reasonably, can not only improve resource utilization, reduce waste and idle of resources, gain a higher output of health services, but also effectively ease the contradiction between the growing health needs of the people with limited medical resources, meet the health services needs of the people. Therefore, studying medical resource allocation problem has a strong practical significance.Firstly, we build a three-tier health care resource allocation framework. Inside the hospital, the department director submit a request for medical resource requirements after informed resource allocation information and rules; the management compute resource allocation scheme from these requests; the management compete with other hospitals for medical resource allocation by the way of submitting a request for medical resource requirements in a certain area.Secondly, we use social choice and preferences theory to build a model for medical resource allocation problem. To use the preferences to express the requirements of resource number and to use CP-nets to express resource dependence, determine the individual optimal solution and a personal preference ordering of all possible schemes, which can provide a basis for the allocation of resources.Again, we use the personal preference ordering to allocate medical resources. Using Borda Count to aggregate preference orderings and gain the whole preference ordering as a guide to get the scheme of medical resource number. On the basis of the number configuration, we extend the expression of exclusive resource demand and resolve the allocation problem of exclusive resource by the way of weighted set cover approximation algorithm, which make the department director’s needs to be satisfied further.Finally, we implement the strong dominance test algorithm, the improved dominance test algorithm, assignment algorithm, we run the algorithm to verify its validity, test algorithm performance and give comparative experiments to analysis the experiment data. Experimental results show that:1. CP-nets’expression in the case of three-valued is weaker than that in the case of two-valued; 2.the improved dominance test’s enhancement of CP-nets expression was significantly stronger than the weak dominance test; 3.assignment algorithm can efficiently allocate medical resources, but the stability is a problem.Our innovation is the following three points:firstly, research the strong dominant relationship and difference between the three-valued CP-nets with two-valued CP-nets; secondly, proposed an improved dominance test, which can enhance the expression ability on the basis of weak dominance test; finally, proposed medical resources allocation algorithm, got medical resource allocation scheme with the equilibrium between efficiency with fair. Studying medical resource allocation problem by the way of social choice and preferences theory is a new way to explore, provide methodology for the medical resource allocation. |
