The Study On The Medical Socialization In Hebei Province D City Detention Center

The medical and health work of detention centers is one of the central part of the prison management work in our country. In recent years, with the growing awareness of human rights in our country, the democracy and legal system is seeing constant improvement and the detention center’s system of maintaining and safeguarding the right to life and health of the supervisees grows better. Our country is witnessing a rising working level at the same time, but the medical and health management system of the detention centers in the era of planned economy is still not working well with the current social and medical reform and it also goes against the law of the development of market-oriented economy, which seriously restricts the safety management work of the detention centers. To effectively solve the existing problems in the medical and health work of the detention centers, the supervision department of public security brings up the innovative socialized reform of the detention center’s medical and health work under the guidance of "promoting the modernization of national management system and management ability". As for the management system, the medical and health work of detention centers was brought into the scope of the guidance of administrative department of national public health and the related institutions are actively exploring the medical system of "Collaboration between Detention Centers and Hospitals". The concept of medical and health work is gradually shifting from "Management" to "Service". On the medical and health work, the establishment of medical institutions is standardized, internal management is strengthened, the facilities and equipment are improving, and the medical care system is growing sound, to ensure that the basic demand of the supervisee. As for the medical expenses, the government is exploring the use of social medical insurance system to solve the problem.This paper first reviewed and summarized the related literatures on medical and health work of detention centers, and analyzed the current research about medical and health of detention centers, then put up with the logic and creative ideas of this paper on the basis of the essence of previous studies. In the second part, this paper mainly defined the relevant concepts of medical and health of detention centers, which include the detention centers, the supervisees and their rights. Then this paper explored and analyzed the relevance theories regarding the socialized reform of the detention centers’medical and health work, including public goods, new public management, the third-party government theory and the public service outsourcing.The third part concentrated on the analysis of the situations of the medical and health work of the detention centers in D city of Hebei province before and after the socialized reform, explored the problems existing in the reform and analyzed the reasons of these problems.In the fourth part, this paper gave references and inspirations for the socialization of medical and health work of detention centers in China through studying the advanced experience in this aspect both at home and abroad, and also proposed suggestions for the further promotion of the current socialized reform of the medical and health work of detention centers.
