Research On Construction Of Big Data On Public Medical And Health Industry In Guangdong Province

In recent years, with the development of medical and health information, big data has entered into the medical and health field, and medical and health business tends to be a process of big data accumulation, which will have a far-reaching impact on the health care industry. Medical industry has already met the challenge of mass data and unstructured data, involved of a variety of clinical decision-making, analysis of clinical trials, disease prevention, health, quality supervision, public policy making. Along with the rapid development of the mobile Internet, cloud computing and Internet of things technology, the analysis and application of large data will effectively improve the effect and efficiency of health care, and play a important role in ordinary people’s life and d government policy making.After years of development, medical and health informatization has made good achievements, providing a good foundation for the development of medical big data. As a data and management information system related to the management of medical services, medical and health informatization focus on internal information platform construction of hospital, which limits the data exchange and sharing in a specific closed system. So dose the regional health information system, which has developed on the former. Whereas, large medical data basing on a unified standard of data and information, is an open system and a information resources sharing platform across the hospital and area. The construction of the large data, beyond the scope of medical and health information construction, is a top-down driving process. Therefore, it is particularly important and urgent to discuss the important role of government in medical data construction and the related policy.This paper reviews the development history of medical big data construction, analyzes a series of problems in the process of medical big data construction, such as, lacking of fund, blind development or repeated investment in medical big data construction, lacking of effective overall planning and coordination, high cost of exploitation in medical data development; the function of information system being not standard, data standard being not unified, low degree of sharing and so on, and systematically discusses the main causes of medical big data construction situation in Guangdong province. First, the policymaking in the government doesn’t pay enough attention to the construction of the data. Second, the process of construction of big data lacks of unified standard. Third, the big data construction lacks of related legal system. Fourth, the capital resource channel of the big data construction is relatively single, i.e. government fund. Fifth, the system lacks of professional talents proficient in computer and medical knowledge.Drawing lessons from foreign experience of large data construction, this thesis puts forwrard the five suggestions corresponding to the current situation of the construction of big data and its causes. First, building a government-led big data construction system to encourage and support the innovation and entrepreneurship of big data, and foster the culture of valuing the big data in the whole society. Second, establishing a specialized data management institutions to unify the data standard. Third, improving the legal system for the big data construction. Fourthly, expanding fund resources for big data construction, and rebuilding the mechanism for the financing and capital use regulation. Finally, paying more attention to cultivate and utilize the big-data expertise from universities and medical institutions.
