Although its service satisfies people’s basic needs, it also brings lots of problems such as doing business in some places without permission, hiring staff with no certificates, using disposible instruments repeatly etc, which cause the spreading of respiratory disease and bacteriosis, and it brings harzards to the health of people.By utilizing the methods of bibliographic search, expert consulting, retrospective review and statistical analysis, this essay systematically analysies the overview of the industry in Shanghai, and also investigates how it is supervised, penalized cases and the results of the inspection. It also compared the difference in health condition of the salons of different size and in different areas, to find the problems in the Process of supervision,and it helps to find the best strategies to solve the problems existed.In the overview, the amount of the shops decreases with the increases of the size. Small ones gather in the suburb, bigger in the colonies, and the biggest in the center of Shanghai. Based on the statistics we have, the health inspection agency inspects more salons year by year, and pays more attentions to the bigger ones obviously different attentions have been paid tosalons in different types of areas, in some areas, the coverage of health inspection and the average of supervision number is far lower than the others. Based on the result of supervision, all kinds of index are rising progressively year by year, different type of weakness has shown in different type of salons. For example the publicity of health inspection result, the health certificates of employees,the disinfection facilities, the business license of disinfection companies for towels laundry, the repeatly use of haircut towels etc. Based on the inspection results, the amount of salons punished and the the number of punishment is decreasing year by year. The amount and the rate of punishment per salon of different size rises with the increas of the size of it. But in certain area the punishment rate is high, and the salons which were punished many times centered in the downtown.So aiming at these problems, this essay proposes a plan accordingly which focuses on the main point of health inspection, intensification of guidance and publicity, to further improve the supervision work, promote health condition of these places.
