Objective:In order to provide scientific information for projecting rural health human resources, this study, by analyzing the status of rural health human resource of Xinjiang Uygur Autonomous Region, the impact factors upon medical university students’ job-hunting desires and the impact factors upon stability of rural health technical staff, was trying on find out the key points which could optimize allocation and reform the rural personnel system of Xinjiang Uygur Autonomous Region, and proposing the corresponding countermeasures. Methods:Three counties of Xinyuan、Bohu and Hami of Xinjiang Uygur Autonomous Region are chosen as research fields. Three county hospital and three township hospitals which are from every county are selected by random.484 health workers of these hospitals are investigation objects; Three medical universities of Xinjiang Uygur Autonomous Region are chosen as research fields Stratifide cluster random sampling method was used to recruit 471 graduates from these universities as investigation objects. The questionnaires gather much information including of normal social-demographic characters, the impact factors upon medical university students’ job-hunting desires and the impact factors upon stability of rural health workers. At the same time the investigators talk with the leaders of the hospitals thoroughly as qualitative investigation, so as to get the main factors for rural health resource. Results:The results of the status quo indicated that the total number of Xinjiang Provincial rural health resource was sufficient to need of the local people. There also are some problems. The quality of Xinjiang provincial rural health resource is not high relatively and the educational level is also low. The health personnel mainly with low education level of junior college now the mainstay of county hospitals and with low education level of technical secondary school are now the mainstay of township hospital. It is not satisfactory of stability of rural health workers, The main impact factors upon stability of rural health workers are composed of five dimensions:economic factor、individual development factor、social support factor、 emotional factor and living environment factor. The health worker of county hospital is higher than health worker of township hospital in the satisfaction on the three dimensions of economic factor、individual development factor and social support factor. The most of graduates of medical university choose hospitals, few of graduates are engaged in other work and the mass of them have diplomas. Today,the attitude of graduate is more rational. The most of them think it is important to work firstly,then hunt satisfactory job and have more reasonable salary standard. The impact factors upon medical university students’ job-hunting desires are composed of five dimensions:work itself factor、work external respond factor、social support factor、living environment factor and work stability factor. The undergraduate is higher than graduate of technical secondary school in the importance on the two dimensions of individual development factor and social support factor and it is lower of work stability factor. The result of ordinal logistic regression show that the graduates more attach importance to social support factor and living environment factor, the more difficult to go to work in country, the standard of diploma is not the real reason that affect graduates’choose. Conclusions:By analyzing this two kind of impact factors synthetically, we think it should make policy on the development of rural health human resources by following five aspects:increasing physical rewards、strengthen technical training、improving leader’s specialist、changing social concept and making pertaining that could attract graduates to go to work in rural area. Finally basis this research result, to how to develop the rural health human resource put forward the related and concrete suggestion.
