For a long tim e, the safety of drinking water has been the people’ s livelihood government attention, plenty of high quality drinking water to im prove the peo ple’s health status, play an importan t role in improving the quality of life of the people. At present, our government has done in city dr inking water security work has been very fruitful, but for the m ajority of the rural ar eas, there are m any places still need to be improved. The safety of drinking water in rura l areas is different from the governance of city water supply, it has the characteristics of high dispersion, high investment, difficult supervision, management difficulties, and at th e same time, the government’s financial input capacity is lim ited, which increase the di fficulty of management of rural drinking water safety. In real life, the pollution of drinking water in rural areas of serious water shortage, water quality monito ring, backward technology, there is no drinking water project construction m anagement situation, these disharmonious factors have hindered the pace of building new socialist countryside.How to solve the problem of rural drinki ng water safety m anagement, in practice, countries all over the world are dif ferent exploration, including increasing financial investment, innovation management, and improve the system security and so on, for our country to provide certain re ference significance in resolv ing the problems of corporate governance of rural drinking water safety. In the application of the theory, since twentieth Century since the 90’ s, "governance" appeared in people’ s field of vision, the corresponding theory is also developing, network governance theory put forward by Stephen Goldsmith as a new governance theory provides theoretical basis for solving many practical problem s. In this paper, based on the theory of network governance, combined with the Z, the dom estic area of rural drinking water s afety management present situation, the analysis of specific problems of governance of rural drinking water security in the region, digging deep into the causes of these problems. By analyzing the reasons, the use of network governance theory put forward m easures to solve the Z problem of rural drinking water safety m anagement. For Z, the key to solve the rural drinking water safety, the governance problem lies in the establishm ent of the governance mode of network, under the leadersh ip of the governm ent, and the m ultiple governance main body participation, and establish the connection between each other,strengthen communication and coordination, clear m anagement responsibilities, to achieve a win-win situation to solve the governance problem s of rural drinking water safety.
