The Study Of Shanghai Academy Of Medical Science Construction Mode

OBJECTIVESThe study was designed to investigate the construction model of the Shanghai Academy of Medical Sciences (SAMS), to explore a road of government-leading, resource highly integration, scientific and technical innovation development, which was suitable for the medical science development in Shanghai. This aim for current study was to provide a basis for decision making which could be contributed to optimize the distribution, highlight the key points, concentrate the advantages, lead to great-leap-forward development for the greater impact of medical science of Shanghai.METHODSBased on a series theories, which including the theory of health policy, organization, system, and the resources distribution, the macro module special for health system was employed to determine the major policy issues and the root of these problems in this study. Meanwhile, this study also used the methods of expert interviews and literature searches to obtain the information for the construction of the institutes of medicine and academies of medical sciences both in domestic and international. Analytic Hierarchy Process and PEST were used to select construction project of the SAMS and to analyze its feasibility.RESULTS1. Proposed the construction programBased on the current construction model of the major institute of medical science in China, together with integrated construction targets and positioning of the SAMS, the current situation for institution of medical research in Shanghai, three construction patterns were proposed. First, traditional organization pattern; Second, virtual and reality combination pattern; Third, colleges and institutions combination pattern. These three construction patterns were analysis by the hierarchy process, and the feasibility were explored.2. Proposed the idea of establishing the SAMSThe SAMS will focus on the studies of the pathogenesis, diagnosis, treatment and prevention of frequently occurring diseases, chronic diseases and obstinate diseases, which posed serious impacts to human health. It will break the isolated status and integrate the health resource, create a government-leading, efficient innovation research platform for science and technology, which could guide the configuration of resource, enhance the management of the industry. The SAMS will become an international-level and Chinese characteristic clinical research bases after several development phases. It can make industrialization of some important, international standard scientific achievements. It will become the center of basic research for application of medicine, which will be in a leading position in china and have a certain influence all over the world.To the structure of organizational management, the president of the SAMS will takes his responsibility under the leadership of the Council. Six departments will be established, including the center of translational medicine, research, project management, support platform, international and administrative. The organizational functions of the SAMS will include research, distribution and regulation.To the operating mechanism, the management experiences form the U.S. NIH were used for reference. Founding management system was established and the foundation was divided into the type of inner-institution or outer-institution. The mechanisms named as’experts evaluation’or’sponsors defense’were introduced. The selection mechanisms were strictly followed with the internal review of the academic committee, the third-party experts evaluation, and the management department approval. According to the principal of’share resources, complement each other’s advantages, take full advantage of, and avoid repetition’, to realize the all kinds of resource sharing and establishment of wholesome restriction mechanism in institutions of medical science, and implement normal supervision to affiliated organizations.The Comprehensive pattern which combined with industry, academia, research, medicine was established to accelerate the process of transformation of scientific researches. A stable and flexible personnel system and incentive mechanism were carried out to create a wonderful and harmonious atmosphere for competition.CONCLUSIONSIn current study, the targets and principles for construction, the organization structure and function of the SAMS were clarified. Meanwhile, the operation mechanism was also considered. The feasibility of the virtual and reality combination pattern for the construction of SAMS were analysis, and the general problems or difficulties were also discussed. In conclusion, this study presented some proposals for the future construction of the SAMS and the innovation of medical science system.
