Research And Thought On The Mode Of Essential Medicine Delivery In Henan Province

The enforcement of essential medicine institution aims at changing disadvantageof long circulation and increased interest of traditional medicine in our country, andcontrolling the medicine price via the way of readjusting all aspects of profits inwhole circulation of medicine. Additionally, as a critical process in enforcement ofessential medicine institution, the delivery of basic medicine has direct connectionwith the implement of essential medicine institution. Therefore, the process ofdelivery in basic medicine has extremely critical research significance. While, thedomestic delivery in basic medicine is lack of systematic stipulations, and manyproblems in this process still need to be solved immediately. The thesis researches themode of basic medicine delivery in Henan province via combining the method ofdocument research, comparative study and investigate study to discover the problemsand deficiencies. This research absorb foreign advanced method and conceptionexploring a scientific and reasonable delivery mode to solve the disadvantages in thisprocess, in order to set a standard which can be referenced in perfecting deliverypolicy of Henan province and other provinces as well, moreover, it lays a solidfoundation to essential medicine institution and its development.This thesis contains following several chapters:The first chapter concludes the research background and overview of essentialmedicine institution, delivery of basic medicine, situation of domestic circulation andnew version of GSP’s enforcement, besides the brief introduction to significance ofthe thesis. In second chapter, centralized purchasing and mode of distribution in eachprovince has been analyzed contrastively, which includes the comparison on the waysof bid evaluation, hierarchical distinguish of mass, delivery participation model,purchase frequency of medicine, requirement of delivery time, relevant delivery feeand ways of purchasing, analyzed the reasons behind those distinction. The thirdchapter mainly introduced current situation in Henan province deeply, stated thescope, purchasing ways and period of essential medicine, ways of bid evaluation of enforcement to essential medicine institution in Henan province. Innovation andadvantages have been found in this process. Finally, some further problems in theprocess of delivery has been listed and explored as well. First of all, the cost andsome relevant contents of essential medicine delivery was described in the chapterfour, then we posted a questionnaire to relevant enterprises which was designed bycombining to specific situation in Henan province with its medicine delivery. Aftercollected and summarized those data in questionnaire, we got significant resultswhich will be introduced in this chapter. Last, we compared the fee in delivery ofenterprises and logistics company to explore whether the delivery fee is reasonable ornot. In chapter five, the experience of pharmaceutical circulation in American, Japanand India was discussed, we do hope to learn some useful experience from thesecountry in pharmaceutical circulation. After analyzing and summarizing foreignadvantages, for some problems in the process of essential medicine delivery in Henanprovince, We put forward some suggestions on promoting development of essentialmedicine delivery, which are about accelerating pharmaceutical circulationenterprises, making relevant policy and legislation, introducing competitivemechanism and developing third-part logistics ect. Chapter seven is conclusionsession which makes a summing up to this thesis.
