Research Background And Purposes:Medical treatment, teaching and scientific research are the primary function of a university hospital, just as troika, and scientific research ability is the important indicator to reflect an affiliated hospital medical business level and development potential. From the basic theory research, experiment research and clinical practice application and other aspects, this paper wanted to address the major disease prevention and control of the problem, maintain national health quality, and improve the quality of life of the people, which is the main task of the scientific research in hospital. Scientific research performance is the comprehensive reflection of the scientific research achievement and effect. As a result, the level of the hospital scientific research performance is related to the overall development of hospital. With the development of medical science and technology, constantly emerging of new technology, new method, the modern medical science has constantly developed in width and depth, combined with the inherent the complexity and particularity of university hospital, which makes the hospital scientific research performance tends to be the common focus for hospital leaders and managers. The objective of university hospital scientific research performance evaluation is scientific and reasonable allocation of resources, in order to maximize the implementation of scientific research tasks and goals, gain maximum benefit of scientific research output, improve the hospital scientific research strength. Performance evaluation is an important form of scientific research management. The establishment of effective scientific performance evaluation system, which can make periodic evaluation for scientific research investment, scientific research management and scientific research output in an affiliated hospital, make the hospital leaders and the scientific research management departments comprehensively, systematically and intuitively grasp the affiliated hospital scientific research and development situation, in order to provide powerful basis to make decisions for the hospital leaders and the scientific research management department. In conclusion, it is imperative to construct the scientific performance evaluation system for university hospital.Research Methods:1. Literature ResearchUsing Pubmed and Google Scholar, Medline, ProQuest, CNKI, ten thousand data, Weipu database data, etc, this paper checked and collect the scientific research hospital and medical center performance evaluation methods both at home and abroad research results, and focus on the information of scientific performance evaluation method applied in hospital, in order to provide a solid theoretical basis for scientific research of the university hospital.2. BrainstormingBefore the preliminary framework to determine scientific performance evaluation index system, this paper invited in the affiliated hospital scientific research management experts and clinical scientific research management personnel to speak up, in order to put forward the relatively important factors about hospital scientific research. Considering the importance and practicability, maneuverability and comprehensive, this paper determined the preliminary framework of scientific research performance evaluation index system in university hospital.3. Delphi expert consultationAccording to the analysis of literature research result, this paper formed the preliminary framework of university hospital scientific research performance evaluation index system. Select the25experts in Guangzhou who engaged in the study of clinical practice and scientific research management, this paper carried out Delphi expert consultation. Through two rounds of the scene or communications survey by anonymously, this paper carried out a statistical and comprehensive analysis on the result of the survey. Determine the evaluation elements, the definition of factors and their weights of scientific research performance evaluation index system in university hospital. Then by giving index weight, it reflected degree of different index contribution to the overall level, and modified evaluation index system. Finally, this paper confirmed three first-level indicators,15secondary indexes and34tertiary indicators.4. Panel DiscussionAfter the expert consultation, this paper formed relatively mature evaluation index system, Extract20experts who come from health administration and hospital management. Combined with the actual situation of university hospital scientific research development, correct and improve the assessment system.5. Clustering Analysis MethodClassify indexes, check One by one, so as to achieve the aim of the same indicators screening, which makes the index of the resulting system has the scientific nature and rationality.6. Analytic hierarchy processCompute the weight of indexes of research performance evaluation index system, which can improve the accuracy of the performance evaluation of scientific research.7. Statistical AnalysisUse the method of correlation analysis to judge the independence of the index, and to ensure the scientific nature and reliability.Research Object:In this study, this paper chose several situation of scientific research management in university affiliated hospital of Guangdong province as the research object. Considering scientific research investment, scientific research personnel, management personnel, management of funds, scientific research awards, Analysis of the problems existing in current scientific research management in a university hospital, this paper put forward specific and feasible solutions.Research Results:1. Construct the index system of university hospital scientific research performance evaluationUsing Delphi expert consultation method and analytic hierarchy process to construct the scientific performance evaluation indicator of university hospital, which can be divided into three level indicators, they are scientific research investment, scientific research management, and scientific research output;15secondary indicators, they are scientific research funds, scientific research personnel, scientific research infrastructure, management, funds of management, management system, paper, scientific research awards, research works (book or teaching material) at or above the provincial level, patents, products, personnel, laboratory, subject, academic tenure;34tertiary indicators, they are National scientific research project funds, provincial level scientific research project funds, municipal, universities scientific research subject. 2. Reliability analysis of expert weight consultingIn this study, three experts coefficient of indicators are scientific research investment0.865, scientific research management0.77, and scientific research output0.81,0.815on average, which is higher for experts’degree. This research level index of the questionnaire and consulting experts agree that the rate of100%. The comprehensive score of each secondary index is higher on average, which has the high reliability. But according to the numbers those be excluded, average composite scores, the variation coefficient, this paper removed11tertiary indicators, they are Master degree or above personnel, the number of years full-time researchers, the key laboratory of number, large instrument equipment sets, a running mechanism and punishment measures. The lack of communication between the experts of different fields, those may be the reason.In this study, questionnaire recovery rate were100%of two rounds of expert consultation. It is higher for the enthusiasm of experts. Therefore, it is scientific and reliability that performance evaluation index system of university hospital.3. The problems existing in current scientific research management in a university hospitalOn the basis of literature analysis and field research, this paper put forward the problems existing in current scientific research management in a university hospital, they are the emphasis of scientific research management is not enough, the system and mechanism of scientific research management is not sound, the investment insufficiency, the lag of the scientific research management process and the scientific research platform is not sound.4. Countermeasures and Suggestions to perfect the scientific research management in a university hospitalOn the basis of comprehensive analysis, this paper put forward targeted and feasible countermeasures, they are clearinmg their own positioning, establishing scientific performance management idea, increasing investment of scientific research, improving the incentive mechanism of scientific, establishing evaluation system for scientific performance and so on.Research Conclusion:This research based on extensive research, analysis and absorbing all relevant research, followed extensive, concise and workable principles.And it use soft science methods synthetically,such as brainstorming, delphi expert consultation, analytic hierarchy process, cluster analysis and expert panel discussion. This research built a scientific, systematic and practical evaluation index system of university hospital research performance. After statistical analysis, index system of university hospital research performance had higher expert authority.And the result was scientific and reliable, which can reflect the hospital scientific research comprehensively and objectively.It conducive management to understand the scientific research from different perspective of research investment, research management and research output. It can reflect the status of scientific research and research management, and it conducive research management department to improve efficiency based on the assessment results. Then it provides a strong basis for further strengthening the development of scientific research management decisions. Thus the research performance improves steady steadily.Then the scientific research and comprehensive of affiliated hospital improved.
