"Difficulties and high costs of getting medical treatment" has always been a hot and difficult issue of citizen’s livelihood projects. Therefore, in order to guide citizen to count on community clinics for ailment and recovery, improve community clinics’ first diagnosis rate, reduce the burden of medical expenses, and strive to make most of the citizen get low price of basic medical services, the ministry of health and government have enacted related regulations and laws. Community clinic is the resolution of realization of this grand goal. The performance of community clinic directly affects the cost-effectiveness of medical service, the quality of medical service and even the construction of harmonious society. However, due to the allocation of resources and other reasons, the performance of community clinic is still far from ideal state. For the aforementioned reason, it is meaningful to evaluate the performance of community clinic and make improvements based on the results. Through the evaluation of the performance of community clinic, clinics of low efficiency can be distinguished and suggestions for improvement can be given. In addition to this, the research can be treated as typical case of performance evaluation of community clinic in central China, and provide theoretical and methodological reference of the formulation of regional health policy.The objective of this paper is to research the evaluation of the performance of19community clinics from Macheng City, Hubei Province. First of all, the evaluation index system of community clinic performance shall be set up. Then, based on the input and output data of the19community clinics in2010, the evaluation of performance of these community clinics can be conducted using integrated method of principal component analysis/data envelopment analysis (PCA/DEA). The relatively low efficient community clinics are told apart, and the input efficiency of these clinics is obtained. The research helps to give instructions on improving the overall efficiency of community clinics.Research results:(1) In the process of principal component analysis, the10initial output indexes are transformed into4integrated principal component indexes. The accumulated eigenvalues rate of these4integrated principal component indexes reaches82.165%and they are independent. (2) The overall result of the19community clinics from Macheng City seems ideal. Few community clinics are not DEA effective while other community clinics are DEA effective.(3) In the case analysis of19community clinics from Macheng City,15of them are DEA effective while4of them are not DEA effective,3of them are increasing return to scale and1of them is decreasing return to scale while others are constant return to scale.(4) DEA show that the scale effective of community clinic comes with DEA effective.(5) The input efficiency analysis of4non DEA effective community clinics shows that they all have the problem of excessive input at some degree.Research conclusion:(1) Principal Component Analysis can be used to extract non-overlapping information, and reduce dimension largely while keep most information. PCA makes analysis simpler and more convenient.(2) Data Envelopment Analysis is an excellent performance evaluation method. DEA can provide not only the relative efficiency of community clinics, but also technical efficiency, scale efficiency, return to scale, input efficiency, and so on.(3) The input efficiency of non DEA efficient community clinics shows that their input is excessive. The reason for it is that these community clinics adopt "Scale Strategy" in developing business. They want to achieve development through increasing input of human resource, capital assets and financial investment.
