In recent decades, because of climate change and human factors, like asmarine pollution and overfishing,global fisheries resourceshas declined. However, human’s demand on marine resources is increasing. Therefore, how to keep a balance betweendevelop marine fisherieseconomyand achieve the protection of living marine resources is attract increasing attention of countries all over the world. Starting from the late 60 s, 200-mile exclusive economic zone system has been established in many countries, and then the Convention on the law of the sea throughed in 1982, thus,coastal States’ management and protection competence on fisheries resourceshas enhanced, whilethe fishingbehaviorsofother States in the exclusive economic zone of a coastal State is further management and restrictions.As a result, these states have turned its focus to thefishery resources ortransboundary migratory fishery resources in high seas,tuna and tunalikes resources are the most typical representative, as well as the important objects of offshore fishing.The first chapter discusses the related background of the current Atlantic tuna fisheries, then focus on the status of Atlantic tuna fisheries, introducing the main target species, like as bigeye tuna, yellowfin tuna, albacore, bonito tuna bluefin tuna and so on, including biological features, total fishing production, main fishing nationsand theirs fishing production, fishing productioncomparing withdifferent gearand then summary on it and analysis for the status of total catch of tuna and tunalike species.In analysis of Atlantic tuna resources, based on the annual report of the ICCAT tuna resource assessment and references the concluding advision in the report of SCRS(the the working group of ICCAT) toanalysis of the resources of the principal tuna species.And then, based on personal’s experience to discuss of the existing problem of the tuna resources in the Atlantic. In the analysisof fisheries management situation, this chapter mainly introduces the regional fisheries management organization(ICCAT), concluding its management and conservation measures, and analyze the management situation of the present status.Finally, through literature research,analysisof the status of resource and the research of the existing management mechanisms,to summarize the issues of tuna fisheries management in the Atlantic.Including insufficiency of validity and integrityin the data collection and statistical;implementation mechanism is not perfect and could not effectively stop illegal fishing; existing quota allocation could not effectively guide the CPCs to adopt active resource conservation measures. Similarly, articles proposed that many factors led to fail to achieved good management forthe tuna resources,and proposed some improving recommends in the management and conservation of tuna resources. strengthening data collection and statistics work; continue limit the increasing of fishing efforts for prevention consideration; improving existing quota allocation mechanism to promote CPCs to conserve tuna resources; implementation high seas boarding and check system and strengthening supervise of fishing activities gradually.
