Liangzhou District is a region with less water resources in Shiyang River basin areas, and nowadays water resource has become a primary constraining factor for its economic development. However, agriculture is the most important link of constructing a water-saving society, and also the most potential industry for water-saving. The development of dry-farming and water-saving agriculture has become a strategic choice for sustainable development of agriculture in Liangzhou District. In this paper, the current situation and problems of dry-farming and water-saving agriculture in Liangzhou District were investigated and analyzed, and the corresponding strategies were put forward furthermore. The main results were as follows:1) There are 206.358×103 ha agricultural land in Liangzhou District, which accounted 42.35% of total area in this district including upland in Western-North, corridor in the middle and desert in Northern-East. Among all counties in Liangzhou district, Zhangyi, Huangyangzheng and Huangyanghe have most agricultural lands as 8252, 7296 and 5822 ha respectively. It is semi-arid in Liangzhou district belong to temperate zone continental climate. Shiyang river is the main water source in this area and water area is 3986 km2. The analysis of current development of dry-farming and water-saving agriculture in Liangzhou showed that the Liangzhou dry-farming agriculture has been formed a system, including the support of government, the main dry-farming crops of corn and sweet potato, and the dry-farming and water-saving agricultural system with implementation method and advanced technology.2) A systematic analysis of dry-farming and water-saving agriculture in China and other countries has been made. Based on the natural environments, land resources, crop species in Liangzhou District, the results showed that the promotion of dry-farming and water-saving agriculture had made great achievements from 2010 to 2015, the promoting area of dry-farming and water-saving agriculture technologies were up to a total of 281385 ha, and made a great progress in water saving, increased production, and promotion the farmers income. But there wer also problems, such as low subsidy, low level of mechanization, imperfect high-end irrigation technology and land pollution.3) In order to achieve the sustainable development of Liangzhou District of dry-farming and water-saving agriculture, several progress should be made in future: strengthening water resources management, promoting water conservancy construction, expanding the water-saving technology, improving the seed breeding ability, promoting the level of mechanization and innovative plastic film covering technology.
