The Public Management Research Of Fujian Province Xiongjiang Cyclobalanopsis Chungii Forest Nature Reserve

Nature Reserve is designated special regional protection and management of the general to protect ecosystem and environment of various important, save endangered species, protect natural and historical heritage. So Nature Reserve which plays an important role in is established to protect biological diversity, maintain the ecological environment and reduce the waste of resources. However, the establishment of Nature Reserve has restricted some immediate interests of human, so that all stakeholders of the community residents as a representative in the use of natural resources and other aspects are restricted, all kinds of contradictions and conflicts continue to occur. How to coordinate the contradiction between the Nature Reserve and the stakeholders,thereby reducing the Nature Reserve management in resistance,becomes a research subject in front of people.This paper taking Fujian Province Xiongjiang Cyclobalanopsis chungii Forest Nature Reserve as the research object, on the basis of stakeholder theory, sustainable development theory, public management theory and game theory, using of stakeholder analysis,questionnaire and expert consultation method, analysis the cognition of different stakeholders which protect Fujian Province Xiongjiang Cyclobalanopsis chungii Forest Nature Reserve natural resources and environment, and take the study of Fujian Province Xiongjiang Cyclobalanopsis chungii Forest Nature Reserve of public management research, based on the analysis of the stakeholders of Fujian Province Xiongjiang Cyclobalanopsis chungii Forest Nature Reserve.The research results show that:Since the establishment of Fujian Province Xiongjiang Cyclobalanopsis chungii Forest Nature Reserve,the ecological environment are well maintained, but there are some problems in management,such as different management organizations which are difficult to coordinate and community residents which participate in the problem of inadequate efforts in management. Through the questionnaire survey and field interview, come to Fujian Province Xiongjiang Cyclobalanopsis chungii Forest National Nature Reserve’s core stakeholders for all Government at all levels, Cyclobalanopsis chungii Forest protection department, enterprise and tourism companies, community residents; dormant stakeholders for non-governmental organizations, research institutions, the tourists and the public; edge stakeholders for the financial institutions and the media.Through the analysis of the Nature Reserve of Fujian Province Xiongjiang Cyclobalanopsis chungii Forest National Nature Reserve stakeholders in the management and existing problems, we can explore the Nature Reserve of public management framework and model, then we can put forward the guarantee mechanism of public management.
