The Comparative Study On Entry-Exit Animal And Plant Quarantine And Supervision Between China And Asean Countries

Since the Chinese ASEAN Free Trade Zone started construction, Chinese ASEAN bilateral trade is more closely linked, to achieve mutually beneficial and win-win, common development goals. Chinese ASEAN trade development not only promoted the development of our national economy, also contributed to realize the simultaneous growth of Asian economy. However, human activities are often accompanied by the spread of trade of animal and plant diseases, and due to the occurrence of ASEAN’s own situation of animal and plant diseases, and with similar geographical, climatic conditions in the border areas of China, the spread of the epidemic risk caused by the trade more. Guangxi, Yunnan and some ASEAN countries be linked mountains and rivers, the border line, port dispersed, with many points, wide, long, border with frequent exchanges, the lack of natural barriers to effective, animal and plant epidemic border area was high, long and frequent situation, climate and host similar, conducive to cross-border spread of harmful organisms. All the time since, the prevention and control of the land border of infectious diseases is universally recognized as a difficult problem in the world.This paper deeply studies the ASEAN (10 countries) the entry and exit animal and plant quarantine supervision, analyze its characteristics and differences, through the evaluation of China and 10 ASEAN nations supervision and its similarities and differences, discussion and put forward the China ASEAN FTA cross-border plant and animal epidemic disease prevention and control concept, for the effective implementation of animal and plant quarantine customs clearance facilitation, realize the human and animals and plants epidemic disease prevention and multinational united, guarantee the trade fair competition, all has the vital significance to help Chinese enterprises to enter the ASEAN market. In this paper, border entry-exit animal and plant disease prevention and control and put forward the following ideas for Chinese ASEAN FTA Cross:one is the establishment of cross-border entry exit inspection and quarantine cooperation mechanism; two is the establishment of cross border area no provisions in non epidemic areas of animal disease demonstration area and an important quarantine pest; the three is the establishment of cross border area inspection and quarantine inspection system set up Chinese-the port animal and plant epidemic prevention and control system of ASEAN countries.
