The shortage of water resources has become one of the main factors restricting our economic and social development. As the agriculture is the major water user, the water sustainable utilization is directly related to the sustainable development of economy and society. The large water consumption of agricultural and economic development leaded to the sharp contradiction of water supply and demand with serious shortage of local water in Zhanhua Country of Binzhou City, China. So the scientific and rational allocation of the limited agricultural water is very essential. Based on the harmonious and healthy development strategic perspective of society, economy, resources and environment, the typical area of Zhanhua Country was taken as the research object. Unified allocation, planning and management of water resources were conducted to improve the overall utilization of agricultural water on the basis of large-scale system decomposition and coordination theory, which made the limited water realize the maximum profits. The detailed studies are as follows:(1) Based on the investigation of current situation of water development and utilization in typical areas, the balance of water supply and demand was analyzed. It indicated the study area was the serious water shortage district under different assure rates.(2) According to the large system decomposition coordination theory, the water resources system of typical area was divided into two subsystems of regional water and agricultural water. Each subsystem optimized alone and coordinated through agriculture water. A combined operation model of local surface water and Yellow River water was established with the determination of water supply for agriculture, industry, life and environment in different spatial and temporal distribution in regional subsystem. And it optimized the various crop planting area and the corresponding water quantity in agricultural subsystem. The results showed that water supply guarantee rates of the departments except agriculture reached 100%, and the period of agricultural water was not less than 60%, which satisfied the minimum water demand with the satisfying optimum effects.(3) On the basis of the optimization of agricultural planting structure and water, combined with the growing demand and water characteristics of agricultural modernization, the multi-source network model was established to determine the optimum irrigation schemes of different water sources. The results showed that water consumption area was supplied by single or multiple sources, and water sources could supply for a single or several water areas under different assure rates. Moreover, the guarantees of water supply could satisfy the agricultural demand, which ensure the efficient production of crops and provide certain support of science and technology for efficient utilization in this area.(4)Based on optimal allocation implementation and combined with the water project and water saving irrigation project management, the high efficient utilization pattern of agricultural water was proposed initially. Its formation could increase the farmers’ incomes, develop the water saving irrigation and improve the carrying capacity of agricultural water, which provided a certain reference values for water managers and was conducive to the sustainable development of agricultural water resources.
