Xinji ang Shihezi Reclamation cotton seed subsidy policy exists in the process of seed subsidies subsidy standard is too low, policy advocacy is not in place, the goal difficult to achieve high operating costs, farmers planted area of statistics and heavy task, farmer subsidies and other issues the project is unclear, however, cotton seed subsidies to cotton farmers increase production, income can produce much effect, policy effects can last long, are worth exploring and get to the bottom of the problem.In this paper, the principle of questionnaires, interviews, economics and public policy performance evaluation methods, Shihezi Reclamation Farms through research, in-depth analysis of cotton seed subsidy policy on the use of AHP relevant cotton seed subsidies various factors according to different attributes of policy performance broken down into three levels from top to bottom, the target layer is Shihezi Reclamation cotton seed subsidy policy performance level, the second level of cognition including farmers policy, subsidy policy implementation, policy farmers satisfied degrees, the effect of policy implementation four indicators, including the level of allowances third level of understanding, access to information policy, the implementation process violations, payment of subsidies, the farmers satisfaction policy, subsidies impact on the willingness to grow cotton acreage changes, changes in cotton production, cotton quality changes, farmers income and other indicators. After evaluation of the primaries, after improvement obtained Shihezi Reclamation cotton seed subsidy policy goals at all levels of weight on this basis, then the use of fuzzy comprehensive evaluation of policy performance scoring, in order to test whether the policy objective to achieve the desired effect and provide data to improve the policy support.The analysis revealed that the Shihezi Studies have shown that Shihezi Reclamation cotton seed subsidy policy belongs to the whole performance level between 2 to Level 3, namely between good to moderate, but the basic trend to moderate, indicating Shihezi Reclamation cotton seed subsidy policy implementation performance is not satisfactory.
