Water is an important factor in achieving sustainable economic and social development of the region, but the lack of water resources in arid and semi-arid regions has restricted the sustainable economic and social development. It will be significant and important in accelerating the process of new urbanization and sustainable use of water resources by quantificational analyzing the evolution and interaction between urbanization development and utilization of water resources. There are close relations between urbanization and socio-economic development, and when social development reaches a certain stage, urbanization will emerge, on the contrary, as.urbanization continues to develop, it will continue to promote economic and social development. So with the development of urbanization, the pressure of cities on water resources is growing, resulting great environmental pressure. For the arid and semi-arid Ningxia region, especially the shortage of water resources is imminent, serious impact on the development of urbanization. Therefore, by researching the relationship between urbanization and water resources in Ningxia, this text can provide some policy guidance coordinated development of urbanization and water resources.Based on the index of Ningxia from 2000 to 2012, including population urbanization, economic urbanization, water structure and water efficiency and other indicators, it used linear regression analysis, scenario analysis, system dynamics and other methods to analyze urbanization, water resources and the relationship between urbanization and water structures, and predict the growing urbanization, changing trend and fluctuations in the structure of the total water use and water resources in the future for nearly two decades. Condition for the different variations, it puts forward further harmonization of Ningxia Strategies urbanization and water resource development proposals. The main conclusions include:(1) The development of Ningxia urbanization and water resource utilization shows the following aspects:compared with the national average, the level of urbanization in Ningxia population is lower; less number of prefecture-level cities, coupled with its urban scale than other smaller cities, many small towns are being developed, inadequate infrastructure of small towns, and prefecture-level cities have little leading role to small towns around them; the rapid pace of economic development, industrial structure needs to be adjusted; scarce precipitation, the uneven distribution of the year, the surface is very unevenly distributed; the development and utilization of water resources is great, agriculture exists excessive waste, water distribution of three industrial is unreasonable.(2) The main types of water use are agricultural water in Ningxia. Agricultural water consumption has declined but the largest proportion has been maintained at above 90 percent.(3) Changes in the magnitude of the amount of water from each different period of time are different. Analysis showed that from 2000 to 2004, only industrial water was on the decline, others were on the rise, agricultural water withdrawal had the biggest increase; from 2004 to 2008, industrial water began to increase, urban life and rural drinking water intake decreased; form 2008 to 2012, only agricultural water withdrawal marked decline of 3.11 percentage points, industrial water consumption increased significantly, increased 2.54 percentage points, the urban life and rural drinking water withdrawals had increased.(4) With the development of urbanization, urban population is increasing, the urban domestic water consumption has also increased; there is a significant correlation among GDP and industrial water, urban domestic water consumption. From 2000 to 2012, the urban population increased by 1 million, urban domestic water consumption increased 209,100 cubic meters, the industrial added value increased by 1 million, industrial water consumption increases 131,900 cubic meters.(5) According to the statistics shows that Ningxia GDP of water decreased to 298 cubic meters per million in 2012, per capita water consumption was reduced to 1071 cubic meters per capita, industrial added value water consumption is reduced to half of 2007, about 55 cubic meters per million, agricultural water use dropped to 778 cubic meters per acre. By analyzing correlation coefficients, it finds that the urbanization and water efficient regression line lias a higher degree, especially the correlation coefficient of urbanization and Yuan GDP water consumption reached 0.9846. (6) The system dynamics simulation model predicts the future of urbanization and water come in different contexts:in 2030 under the conventional development model of urbanization, the total population increased to 930.665 million, the urbanization rate reached 71.9 percent, the total water consumption is reduced to 6.275 billion cubic meters, agricultural water, industrial water and domestic water was 4.78 billion cubic meters,1.49 billion cubic meters,4.48 billion cubic meters, per acre of farmland irrigation water consumption is reduced to 533 cubic meters, industrial GDP reducing water consumption per ten thousand yuan increased to 37 cubic meters. After passing under the control of conventional optimization mode, urbanization total population increased to 109 million people, the urbanization rate reached 54.6 percent, reducing the total of water to 4.883 billion cubic meters, agricultural water, industrial water and domestic water was 4.319 billion cubic meters,2.39 billion cubic meters,325 million cubic meters, per acre of farmland irrigation water consumption is reduced to 425 cubic meters, for each additional ten thousand yuan of Industrial GDP was reduced to 26 cubic meters of water.(7) In northwest arid region, water is an important factor in the development of urbanization. Total water resources is closely related to the scale of urban development, the spatial distribution of water resources restricts the formation and optimization of the urban system, whether a reasonable aloscation of water structure severely affected areas of primary industry, secondary industry and tertiary distribution industry, and upgrading of industrial structure and the transformation of these three industries also have a significant impact. Therefore, the process of urbanization in developing not only control the change in total water resources, but also make reasonable adjustments on the water structure in order to achieve rational use of water resources, improve water structure improvement, integrated to improve water use efficiency, important for urbanization, and sustainable use of water resources in Ningxia.In order to accelerate the urbanization process of rapid development in the use of water resources and achieve sustainable development and improve the use of water resources protection policy, it puts forward specific countermeasures, including: industrial restructuring efforts to reduce water resource loading pressure; strengthen water management, rational use of water resources, improve water resources carrying capacity; the establishment of water-saving society; accelerate the coordinated development of medium and small towns, increasing the urban ecological environment construction and renovation.
