| the silt area in the back of the Yellow River dikes refers to a50-100metres wide strip eartharea relying on the Yellow River dyke, which is located in the back of the dike and insists of thesediment in the river, delivered to the backside of the Yellow River dike throughpipes.Generally, it is7~9meters above ground and2~4meters below the top of the dike. Thesoil is fine sand,and the surface is covered by40centimeters thick red loam. Since1996，because our country intensified the efforts on the Yellow River flood control project constructionthe silt area engineering construction has developed and perfected.As a result,it not only buildsup the strength against floods,but also formed the land available for development. It becomes aunique advantaged resource of the competent authorities in charge of the Yellow River.The silt area in the back of the Yellow River dikes is an important part of the Yellow Riverproject against flood, and it has both the function of controlling flood,agricultural developmentand ecological protection. In recent years, after the Yellow competent authorities continue topractice and explorate, the Yellow River silt areas’ development has experienced a processfrom extensive management to the preliminary development and utilization, which speeds thedevelopment and utilization of the silt area’s land. But there still are many problems in theprocess, such as the imperfect operation mechanism, the unreasonable industrial structure, theirregular input mechanism and so on. the problems lead to high input but low output in thedevelopment and utilization of ShangDong silt area.Input and output ratio becameimbalanced,and economic benefits, social benefits and ecological benefits are low.as a result, thesustainable development of the Yellow River silt area is severely restricted. How to make fulluse of the land resources has become an important topic which the competent authorities incharge of the Yellow River has to face.This paper aims to analyse the Yellow River natural environment of ShanDong, economicand social development situation, soil structure and the silt area land development andmanagement,and find out the problems which the process of the development and managementraised.Drawing on the experience of the relevant units and departments’ years of practical work,it explores the development and management of the silt area in the back of Yellow River dikesin Shan Dong, and puts forward some reasonal proposals to solve some practical problems.The full text is divided into five parts: In the first one it states the problem background, theresearch significance, the present situation, purpose and methods.
