Evaluation Model Of Food Safety Supervision Efficiency In Yunnan And Its Application

In recent years, the occurrence of a series of food safety accident exposed the lack of food safety supervision in our country. Government and regulatory departments at various levels must set "high line" to improve the supervision of food safety supervision efficiency. Due to the complexity of the geographical environment and the special humanistic environment, Yunnan province has a varied diet habits. In this case, it’s very difficult to carry out the food safety supervision work. Although many domestic and foreign scholars investigate on the food safety problems from the current situation, causes, strategies and methods, but there are no studies about building the food safety regulatory efficiency evaluation index system from the government supervision and the regional characteristics. The study methods of assessment of food safety regulatory efficiency are still not mature.Therefore, how to build the evaluation index system of food safety supervision which is suitable in Yunnan Province, how to take effective efficiency evaluation methods to evaluate Yunnan province food safety supervision efficiency evaluation, how to find the index which impact the efficiency level through analyzing the efficiency results, and by effectively reducing input redundancy and other methods to improve the efficiency of the province’s food safety regulation is the focus of this study.Currently, there are many problems about Yunnan food safety supervision. For example, the regulations are not sound, punishment is too light, the funding gap is significantly, the detection capability is weak, regulatory system mechanisms are inadequate, and specialty foods regulatory exist blind spot. According to scientific, systematic, operability, comparability, and guiding principle, combining with the existing research results and the Yunnan province food safety regulatory effectiveness, through systematic recognizing the relationship of "regulatory body-stakeholder-supervision object", using five Likert scale method to select the index system, we construct a valuation index system which include 12 input indicators and 4 output indicators. The index system provides a theoretical reference for the effective implementation of food safety supervision in Yunnan province.In addition, this paper combines the development trend of the data envelopment analysis (DEA) method and the characteristics of food safety supervision, select the main prefecture-level cities in Yunnan province as the object of study, takes the input and output index of each prefecture-level city as the breakthrough point, studies the local regulatory efficiency problem by the DEA method. The whole idea is from the foundation to the theory to apply. Through data collection, this paper selects 10 prefecture-level cities in Yunnan province as decision making units, selects the food safety funds/local fiscal expenditureA1, the number of full-time staff/ the total population of the region A2, supervise households/the house holds which should be supervised A3 as input indicators, selects product quality qualified rate B1 as output indicators, analyzes the relative effectiveness of input-output efficiency of food safety supervision in each district of the Yunnan province by the DEA method. In the end, this paper provides some countermeasures and suggestions to improve the food safety supervision efficiency.
