Since the1990s, under the strong push of globalization and the information technology revolution of the industry, Chinese information industry has entered a rapid developing period. In the past thirty years, despite our country takes the strategic opportunity of information industry transfer, via to Chinese current stage of economic development, the current development of Chinese information technology still mainly relies on the introduction and absorption of abroad technologies with a wide gap in the independent innovation of information industry between China and developed countries, such as the United States. Deep integration of information industry and other industries remains to be strengthened.Given the special stage of Chinese economic development, how to accelerate the transformation of development mode, effectively solve development problems, vigorously innovative development model is a strategic task which our country is now facing. Therefore, as the industrial upgrading "booster", development mode "Converter" and economic growth "multiplier", we must take the information industry to promote industrial upgrading and transformation of development mode, use information technology to stimulate industrialization, urbanization, and industrial upgrading and economic restructuring to realize the sound and rapid economic development.Based on input-output tables, this paper gives some longitudinal analysis and cross-sectional analysis of Chinese information industry development. In particular, the paper conducts a detailed comparison between China and India in the development of information services industry. It is well known in the field of information services that India takes export-oriented development model, while China adopted a more independent development model of import substitution type. Although that India is better than China in the information service industry is widely recognized, based on the latest data, this paper makes the final discovery that China’s development of information services adopting import-substitution development model is better than India. On the basis of longitudinal analysis and horizontal analysis, this paper concludes that Chinese information industry’s future development strategy should be to make full use of both domestic and international elements of the market, based on the demand in the domestic market, and spring a number of outstanding technical innovation capability of enterprises and industries, which actively participate in international competition in the technology, standards, applications and other areas, not be mere passive integrated into the global information industry chain. This paper also makes contribution to draw information elements to the economic growth model in the empirical test.This article also put some forward policy recommendation on how to further develop the information industry, to improve the capability of independent innovation, to promote the upgrading of traditional industries and the transformation of economic development via the promotion of information technology and the development of information industry.
