Nowadays, More and more people are using wireless means surfing the internet, but due to spectrum resources is constantly allocated to different communication system in this process which causes less and less available spectrum, radio spectrum resources become increasingly scarce. Cognitive radio technology can help people achieve the purpose of improving spectral efficiency by taking advantage of reusing these spectrum resources. The cognitive radio technology allows the Secondary Users (SU) adjust its parameters dynamically to adapt the environmental changes to avoid interference the Primary Users (PU). So the SU and PU can share the authorized licensed spectrum which makes the Cognitive radio technology the most valuable technology to improve the spectrum efficiency.In this paper, we first give a general introduction about the definition of cognitive radio technology, the network framework, key technologies and research status. Then we analyzed the classification, principles and key technologies of the cognitive radio spectrum allocation techniques and then introduced relevant knowledge like basic elements, definition and classification of the auction theory which can pave the way for the spectrum allocation of auction theory.The third chapter analyses the particularity of spectrum sharing, and then use the VCG mechanism to get winner step by step. In order to ensure the quality of service of PUs, we design an interference payment mechanism in order to suppress the SU obtain the channel when it is interfering PUs, thus make sure the Quality of Service of PUs when SU use channel, which can achieve the spectrum allocation based on multi-winners auction.The four chapter analyzes the shortcomings of current spectrum auction related research hypothesis:the auctioned channels are exclusively occupied by the winning SU(s).Such an assumption poses a dilemma for the PBS:either auction idle channels and get auction revenue at the risk of a sudden increase in demand from PUs or reserve spectrum uneconomically.Aiming at this problem, this chapter through setting higher channel access permissions for PUs, that they can use authorized channel at the communication of peak through cancellation auctioned channel, to ensure the Quality of Service of PUs. On the other hand, From the perspective of SU’rights, we analyze the theory of the winner’s curse in auction theory and introduce the interdependent value in cognitive radio spectrum allocation, which reduce the actual spending of SUs and avoid the winner’s curse problem, improve their enthusiasm to participate in bidding.
