Question on the right, in the study of library science, is one of important theoretical problems, which is the most worthy of library to think and discuss. In these right questions, I think the most necessary research is about the readers’ rights and the library rights, because the main object is the library readers, so the readers’ rights status is especially important. The library as a medium of getting and spreading knowledge also has relatively important natural rights.This article is through the research on readers’ rights and the rights of the library, respectively from between the two concepts, contents, and research status at home and abroad in these areas to compare the difference and the relation between them, in order to let readers correctly understanding readers’ rights and library rights and distinguish these two theory value, and on the basis of the relationship between some measures to protect the rights of readers, so as to enable readers to better use of the library to obtain the information they need, safeguard the freedom of reader and make sure that their equal use of library rights are not violated, and provide theoretical support for the corresponding legislation.
