With the rapid development of China’s economy, the rotation volume of freight transportation and people’s demand for travelling grow rapidly, as well as the quantity and travelling distance of commercial vehicles. Based on that, it is necessary for the commercial vehicle management to put forward some higher requirements to deal with the problems of traffic safety and the serious situation in energy conservation and emission reduction. In order to ensure the safety of road transportation, promote energy conservation and emission reduction, and meet the needs of road transportation in the new period, Ministry of transport revised standard Technical Regulations of Road Transportation Vehicles and the industry standard Vehicle’s Technical Regulations in Road Transportation enterprises which prescribes the corporate responsibilities, system construction, management implement, assessment and evaluation in detail. In order to promote the policy fully implemented, an in-depth study was done to research on commercial vehicles’ maintenance, management, usability and evaluation methods on the basis of the standards mentioned above.In the first place, this paper mainly analyzed the technical management of commercial vehicles from three aspects: traffic safety, energy efficiency and environmental protection, 8 secondary evaluation indicators were determined on the basis of the industry standard Vehicle’s Technical Regulations in Road Transportation enterprises. Then tertiary evaluation indicators were selected initially in accordance with the evaluation system. And the evaluation system composed of 8 secondary evaluation indicators and 32 tertiary evaluation indicators were established with reference to experts’ advice afterwards. G1 method was selected to make index weights by comparing the advantages and disadvantages of expert-judgment method, AHP and G1 method. Study and formulate the details of vehicle technology management evaluation rules, and according to determined the weighing to make the scoring standard. Finally, the evaluation regulations of commercial vehicles’ technical management were put forward, and two road transportation enterprises were selected to verify the evaluation method. Verification results show that vehicle technology management evaluation rules can reflect the comprehensive level of road transport vehicle technology management, and be able to find the defects in the management process, verify the evaluation method and evaluation rules has better practicability and maneuverability. It is of some applicable significance in this paper to promote the commercial vehicles’ technical management level. Meanwhile, another promising application of this research is to assess commercial vehicles’ technical management in the future.
