In recent decades, Beijing becomes one of the world’s fastest-growing areas of urbanization. Urban and rural space squeeze with each other, forming a unique suburb space. Such areas have similar environmental characteristics and industrial space with the city. But they still retain the house sites, village collective and other basic elements of rural areas. It is the most complex space of urban-rural planning in Beijing. This paper select the basic property of land as a standard, and research on the development of villages in peri-urban areas of Beijing. Through top-down and bottom-up perspectives, and macro analysis with case study, this paper is trying to clarify the contradictory between planning and development process, and to analyze the internal mechanism, in order to provide advice to peri-urban village planning in Beijing.This paper traces the overall planning of Beijing and peri-urban development, and compares different historical periods in three aspects, which is economic and social background, planning arrangements for the peri-urban areas, and the actual result of development. The study finds that planning control of peri-urban development is gradually fading under a variety of external forces. Because of the city-oriented concept of planning, Planning lags behind the development, limitations of planning and program management tools and other factors, there is a big deviation between the actual development and planning goals. This paper takes crossroad village, Zheng village and Xiaopu village as examples. It research on the differences among driving forces for development, development paths and planning mechanisms by discussing practical village development, planning compilation and planning implementation.This study suggest that peri-urban village planning in the perspective of urban-rural integration should focus on the process of change in village development. Under the influence of the capital development and planning functions, geographic conditions and development opportunities of villages are tremendous changed. Meanwhile, the villages still remain some relatively stable elements,such as collective order, land system and the informal economy. On one hand, top-down planning arrangements tend to make the periurban villages assimilate with urban areas in varying degrees. On the other hand, the bottom-up Driving force for villages development conflict with such assimilation. It makes village form diversity outlooks, and contradicts to planning.Therefore, the study proposal to build an effective communication mechanism between top-down planning and bottom-up development, to make village planning in the perspective of urban-rural integration. Village planning is necessary to consider the coordination and balance of region, overcoming the lack of planning methods, and appropriate response to the particularity and actual development needs of villages. Paper recommends Beijing suburb village planning: first, in terms of planning concept, village planning should be combined with urban-rural integration. Second, in terms of planning compilation, village planning should be appropriately respond to the particularity and development needs of villages. Third, in terms of planning mode, village planning should guide the effective interaction between top-down planning and bottom-up development. Fourth, in terms of planning and management, village planning should establish a multisectoral integrated management mechanism.
