As we all know, the 21 st century has been called "the century of water", along with a substantial increase in water demand of the society, the phenomenon of water scarcity will become seriously. Thus, it is imperative to establish the surface water resources management information system to achieve the sustainable use and development for water.Geographic information system has the capabilities of efficient spatial data management and spatial data analysis, it has been widely applied in many research fields, They plays an important roles for establishment the surface water resources management information system. Therefore, this paper proposes the surface water resources management information system based on GIS technology, it achieves the integrated management for water resources.Based on analysis the present situation of the water resources management of home and abroad, this paper takes ArcGIS and ArcSDE of the ESRI company as the supporting platform of geographic information system, C# as the development language, Oracle database as the data support platform, and it uses the C/S model, it designs a set of feasible water resources management system by GIS, this paper also studies the problem of reliability, stability and other problems. The system includes 9 modules, there are spatial acquisition module,attribute data and monitoring data acquisition module, the space vector data browsing module, system business data associated with the query module, the system of social-related data query module, water quality data related statistics module, spatial map graphics data pollution analysis module, statistical analysis of data output module and system maintenance module. In order to achieve the application of data management, maintenance and updating, data sharing, comprehensive query, statistical analysis, historical comparison, and so on of the water use and water quality monitoring. So, this system can meet the needs of current management situation of water resources utilization, the daily office, and auxiliary decision.
