At present, the development process of the large ports of all over the world and port technical economic shows that when the development of the scale of port infrastructure to a certain extent, which will become increasingly slow and whose space will become smaller and smaller. In the future, competition between ports will no longer be size of the port construction, but port services. Building service-oriented port to correctly handle the relationship between the size and structure, speed and quality, equity and efficiency, transportation development and environmental protection.This paper main studies fairness and efficiency of port services, and establishes two-objectives optimization model which aims to minimum the remaining-time in port of all ships and variance of waiting-time of all ships, and solve the model by heuristic algorithm based on multiple objective genetic algorithm NSGA-Ⅱ. Finally, obtain Pareto optimal solution of this model and achieve a balance between fairness and efficiency.
