What designed for the county, towns, land reclamation and forest users pastoral county area of 110 kV and below power distribution network is known as the rural power grid, called rural network. Currently, the existing rural network has been unable to meet the production needs of life of farmers and herdsmen, the need for rural power grid upgrading is increasing. Upgrading of rural power grid means new substation, power lines and other facilities in rural areas, and rural power facility has been in operation for partial or whole place or off site construction, such as capacity, replacement equipment. In order to study the upgrading of rural power projects to speed up the development of rural power grid better, it is important to assert the results of the implement of rural power upgrading projects.Research in this paper starting from gathering a lot of information on rural power grids, taking the example of Qinghe rural upgrading project. Which also combined with the comprehensive evaluation method, empirical analysis cases. The first chapter presented the research background and significance of the article, how the current research is; the second chapter introduces the concept of rural power grids project and common methods of evaluation; the third chapter introduces the situation of rural power grids of Qinghe county and comprehensive construction of evaluation system; the forth chapter presents in several aspects from technical performance, financial condition, national economy to introduce the rural power grids implementation effect; the fifth chapter using fuzzy evaluation method and the evaluation of the overall success to research the project of upgrade rural power grids implementation. It also write a summary of the rural power grid reconstruction according to the evaluation of the project. The last chapter mainly introduces the prospects after the comprehensive evaluation of rural power grids project, it also rationalization proposals for the future management of rural power grid reconstruction.
