With the haze phenomenon has been paid more attention for people, environmental pollution has become a focus of the community. Electricity, which as a widely used and easy to control energy, which can be seen a clean energy. Therefore, State Grid has put forward a power generation coal to electricity instead of oil, the new model of energy consumption and the power industry to promote energy conversion will promote energy saving society in order to crack the problem of urban haze. The main source of China’s energy and environmental problems arising from the appearance point of view is caused by coal-based energy structure, but the essence is mainly caused by the irrational use of coal. In thermal power generation side, add degusting equipment can effectively reduce dust emission rate of coal-fired generation, coal-fired electricity generation is an effective means to reduce dust emission. Therefore, many of coal-fired plants have begun to carry out the installation of the old units or upgrading dust removal equipment. Therefore, post-evaluation of engineering projects of coal-fired generating units dust is very necessary.This paper firstly introduces thermal power ESP technology related concepts and the relevant definitions and common method of post project evaluation. From the post evaluation theory, the implementation, effectiveness, role and influence objective analysis should be carried out. Then, combined with Fuxin 03 boiler ESP renovation project, the project background and content of the project profile, the need for transformation of the project were demonstrated, according to the evaluation after post requirements for implementation of the project itself, social, economic and environmental benefits are analyzed and evaluated according to the actual situation to carry out the project, namely the implementation of the project itself, social, economic and environmental benefits are analyzed to preliminary qualitative evaluation of the project after the evaluation findings. Finally, FAHP method for Fuxin 03 boiler ESP renovation project after project evaluation and analysis, established Fuxin Power Generation Company Limited after the 3rd evaluation system boiler ESP renovation project, and empirical calculations, the ultimate combination of Fuxin power Generation Company Limited on the 3rd evaluation results boiler ESP renovation project, gives recommendations accordingly. This study provides a reference for the transformation of ESP project implementation and management.
